Regulations of Songyuan Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, guide and standardize civilized behaviors, and improve the civilized quality and social civilization level of citizens, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, meets the requirements of socialist morality, embodies the core values of socialism, maintains public order and good customs, leads social customs and promotes social progress. Article 3 The promotion of civilized behavior should adhere to the leadership of the Party committee, the implementation of the government, social construction, the participation of the whole people, the combination of the rule of law and the rule of virtue, pay attention to cultivation, distinguish rewards and punishments, and create an open, inclusive, fashionable, energetic, honest, dedicated and harmonious city image. Fourth city and county (city, district) spiritual civilization construction steering committee unified leadership, overall planning and promotion of civilized behavior.

City, county (city, district) spiritual civilization construction steering committee office is responsible for the planning, guidance and coordination of civilized behavior propaganda. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, and the required funds shall be included in the fiscal budget at the corresponding level.

The relevant departments of the people's governments of cities and counties (cities, districts) shall, in accordance with their respective duties, do a good job in the propaganda of civilized behavior.

Sub-district offices and Township People's governments shall incorporate the propaganda of civilized behavior into their work schedules and promote the construction of spiritual civilization at the grassroots level.

Residents' committees and villagers' committees shall assist relevant units in advocating civilized behavior. Article 6 Advocating civilized behavior is the common responsibility of the whole society. Units and individuals should actively participate in the propaganda of civilized behavior.

Civilized villages and towns at all levels, civilized units, civilized campuses and state workers, NPC deputies, CPPCC members, advanced model figures, public figures and educators should all play an exemplary role in advocating civilized behavior. Chapter II Norms and Incentives Article 7 Citizens should carry forward the traditional virtues of the Chinese nation, abide by social morality, professional ethics and family virtues, enhance personal morality, and enhance their awareness of social responsibility, rules, honesty and dedication. Article 8 Citizens shall maintain public order and observe the following codes of conduct:

(1) Observe public etiquette in public places, dress appropriately, don't be shirtless, don't make noise, don't answer the phone loudly, and don't make any noise when using electronic equipment;

(two) the rational use of public facilities, not lying in public seats;

(3) Wait for the service to queue up in turn, use the elevator to go out first and then return, take the escalator in order, and walk up and down the stairs on the right;

(four) to watch cultural performances and sports competitions, respect the cast and contestants, observe the order of venues (places), and obey the on-site management;

(five) to carry out open-air cultural and sports activities such as square dance, rational use of venues, facilities and audio equipment, abide by the provisions on the prevention and control of noise pollution in social life, do not interfere with the normal life of others, and do not use audio equipment in residential areas from 22: 00 to 6: 00 the next day;

(six) other acts of maintaining public order. Article 9 Citizens shall maintain the city appearance and public health, and observe the following codes of conduct:

(a) to keep the city clean and tidy, and not to spray, depict or post on trees, buildings, structures, municipal facilities or the ground;

(two) to maintain the public environment, not in violation of the provisions of the open air emissions of soot, barbecue food, not smoking in places where smoking is prohibited;

(three) to maintain public health, not spitting, urinating, littering, cigarette butts, beverage cans, packaging materials, chewing gum, disposable tableware and other wastes, not throwing objects at high altitude;

(four) to protect the water environment, and not to throw wastes into rivers, lakes, reservoirs and other water bodies and their coasts;

(five) take good care of flowers and trees, do not trample on the lawn, climb flowers and trees;

(six) take care of ice sculptures, snow sculpture and other ice and snow landscapes, and do not damage, climb or trample;

(seven) take good care of public toilet facilities and keep public toilets clean;

(eight) other acts to maintain the city appearance and public health. Article 10 Citizens should travel in a civilized manner and observe the following codes of conduct:

(a) driving a motor vehicle should use lights and horns in accordance with the provisions, and should give way in accordance with the provisions when crossing the road or changing lanes;

(two) driving a motor vehicle through the crosswalk, when pedestrians cross the crosswalk, they should slow down and make way;

(three) driving a motor vehicle should take the initiative to avoid police cars, fire engines, ambulances and engineering rescue vehicles that perform emergency tasks;

(four) driving a non-motor vehicle shall abide by the relevant provisions of traffic safety, and pass according to the traffic lights, and shall not drive in the opposite direction or grab the road;

(five) vehicles should be parked in an orderly manner in accordance with the provisions, and do not occupy vehicle passages such as fire fighting and medical emergency;

(6) Take public transport in an orderly way from top to bottom, give up seats for the sick, pregnant women and passengers with babies, and do not grab or occupy seats, which will not affect the driver's safe driving;

(seven) take the urban rail transit, do not carry articles with serious odor and irritating smell, and do not eat in the car (except infants and patients);

(eight) don't throw things from the motor vehicle;

(9) Pedestrians crossing intersections or roads should take crosswalks or crossing facilities, pass crosswalks with traffic lights according to the instructions of traffic lights, and pass safely and quickly when motor vehicles are polite, without crossing road isolation facilities;

(10) Other civilized travel behaviors.
