Since then, every year on the Dai New Year, Ruili Dai, De'ang ethnic groups have to organize water splashing activities to commemorate the heroes in their hearts. In order to respect the traditional customs of ethnic minorities, on April 9, 1983, the first meeting of the eighth session of the People's Congress of Dehong Prefecture decided to take the Water Splashing Festival as a traditional festival of the Dai and De'ang people by law. The Water Splashing Festival is held between June 17 and 19 of the Dai calendar, on the seventh day after the Ching Ming Festival of the lunar calendar, i.e., in mid-April of each year of the Gregorian calendar, and is generally celebrated for three to seven days. The first day is New Year's Eve of the Dai Calendar, and on this day, every family has to clean up. MENAO ZONGGONG FESTIVAL The MENAO ZONGGONG FESTIVAL is the grandest traditional festival of the Jingpo people in Ruili. It is a traditional ritual to drive away evil and promote goodness, to wish for good luck and happiness, and to celebrate a good harvest. The Jingpo Mennao Song Festival originated from the legend of Ning Guanwa, the hero of creation: it is said that a long time ago, only the children of the sun would dance the Mennao Song. Once, the sun god invited all things on earth to participate in the Menaw Song Festival. After the event, the birds returned to the earth, and on the way, they saw the fruitful forests, so they happily danced the same dance they had danced in the Sun Palace. The ancestor of the Jingpo people, Ning Guan Wa, heard the news of the birds dancing the Menaw Song and went to watch it. He was so enchanted by the song that he learned the dance from the birds. Since then, the heavenly "Minnao Song" came to earth. Soon after, he organized the first Menaw Festival under the Riyue Mountain (near the present Qinghai Lake). The Jingpo Mennao Song Festival is usually held after the 15th day of the first month of the lunar calendar and lasts for 3 to 7 days. Jingpo is called "Menaw" and Wa is called "Zongge", which means dancing.
