The two share a deep friendship, but there was no love between the two in the original series, at least not from Ryder to Katie.
In one episode Katie gets stuck on a zip line on a snowy mountain and calls the Woofers to the rescue. When Ryder arrived, Katie waved her arms and yelled "I'm here" at Ryder.
If the script had wanted to euphemize or imply (it's a children's movie, after all) love for the characters, as it implies Archie has a crush on Tin-Tin, the handling of the episode (which could only have been introduced by seizing upon it if it had wanted to express love since Ryder and Katie don't have a lot of contact, especially in-depth contact, in the episodes) would have included the plot point that Ryder is in a hurry, or is eager to echo or graciously reassure Katie.
But how did the original show handle this? Ryder calmly saw Katie and remained calm, without any of the emotion that "Archie feels when he sees a difficult mission every day", and he didn't even pay attention to Katie and just started directing the rescue mission. If Katie was his sweetheart, Ryder would have said "I'm coming" or something like that.
