Xu Bo (date of birth and death unknown) was a native of Qi County (present-day Linzi, Shandong). He was a famous expert in water management and hydrologist in Western Han Dynasty. At that time, Emperor Wu of the Han Dynasty adopted the suggestion of his minister Zheng at that time, and ordered Xu Bo, an expert in engineering and water conservancy, to measure the terrain and send tens of thousands of soldiers to dig canals to irrigate farmland. As a water engineering expert, Xu Bo had rich experience in water management. He lived up to Emperor Wu's expectations, weathered the storms and worked hard, and in the sixth year of Emperor Wu's reign (129 B.C.), he personally presided over the excavation of the canal. From surveying, mapping to construction, he practiced and carried out the work himself. In order to complete the project as soon as possible, he toured the place where the canal was pierced day and night, labored with his own hands, erected table marks, established the location, practiced the line, and selected the elevation of the canal line and dam. It took three years and tens of thousands of workers to complete the project. Since then, Emperor Wu of the Han Dynasty sent tens of thousands of soldiers to dig a channel to divert Luo water from Zheng County to the bottom of Shang Yan Mountain. At that time, because the embankment of Luoshui often crumbled, the canal could not be opened, water workers in Xu Bo and other people inspired, invented the method of opening wells and canals. The method is to open the canal in the ground, cut wells several feet deep, so that the wells and wells are connected to each other, becoming a chain of water systems, so that the water through each other. This project, from the Shang Yan West to the foot of the Shang Yan East, more than 10 miles long, was named "Longshouqu". The creation of "Longshou Canal" is mainly the work of Xu Bo.
