Article 3 The promotion of civilized behavior should adhere to the rule of law and moral rule, advocacy and governance combined, rewards and punishments, follow the leadership of the party committee, the government to implement, social *** building, public participation and the rule of law to ensure the principle of forming *** building *** governance *** enjoy the long-term mechanism.
