Chapter 1 General Provisions Article 1 In order to cultivate and practice the core socialist values, guide and promote civilized behavior, and enhance the level of social civilization, these regulations are formulated in accordance with relevant laws and administrative regulations and in conjunction with the actual situation of this city. . Article 2: These regulations apply to the promotion of civilized behavior within the administrative region of this city.

Civilized behavior as mentioned in these Regulations refers to behavior that abides by the Constitution, laws and regulations, follows socialist ethics, practices socialist core values, maintains public order and good customs, and is conducive to the progress of social civilization. Article 3: The promotion of civilized behavior adheres to the principles of party committee leadership, government implementation, social participation, a combination of rewards and punishments, and overall planning and advancement. Article 4: The municipal, county, and district spiritual civilization construction steering committees shall coordinate and organize the promotion of civilized behavior within their respective administrative regions.

The working bodies of the city, county, and district spiritual civilization construction steering committees are specifically responsible for the guidance, coordination, supervision, inspection, and evaluation of the promotion of civilized behavior within their respective administrative regions. Article 5: Municipal, county, and district people's governments shall incorporate the construction of spiritual civilization and the promotion of civilized behavior into the national economic and social development plans, and include the work funds in the fiscal budget.

Relevant government departments should do a good job in promoting civilized behavior in accordance with their respective responsibilities.

Township people’s governments and government-sponsored offices should do a good job in promoting civilized behavior within their jurisdictions.

Resident committees and village committees should assist in promoting civilized behavior. Article 6: State agencies, people's organizations, enterprises and institutions, grassroots mass autonomous organizations and other organizations shall actively support and participate in the promotion of civilized behavior based on their own actual conditions.

National public officials, public figures, etc. should play an exemplary role in promoting civilized behavior.

Citizens should actively participate in the promotion of civilized behavior and consciously resist uncivilized behavior. Chapter 2 Basic Norms of Civilized Behavior Article 7 Citizens should abide by the law, be courteous and moral, follow social ethics, professional ethics, and family virtues, improve personal moral character, and be patriotic, dedicated, honest, and friendly. Article 8 Citizens should consciously maintain order in public places:

(1) Dress neatly, speak and behave in a civilized manner;

(2) Wait in line for service, and take the initiative to be courteous to the elderly and the weak , sick, disabled, pregnant, or young;

(3) Watch sports competitions and artistic performances, and abide by the order of the venues;

(4) In libraries, memorial halls, museums, theaters, etc. Do not make loud noises in public venues and do not interfere with others;

(5) Seek medical treatment in a civilized manner, respect medical staff, abide by normal medical order, and handle medical disputes through legal channels and procedures;

(6) Civilized tourism, respecting local customs and cultural traditions, and protecting the ecological environment, cultural relics, scenic spots and other tourism resources;

(7) When emergencies occur, the people’s government must obey , the command and arrangements of the residents’ committee, villagers’ committee or affiliated units, cooperate with the emergency response measures taken by the people’s government, actively participate in emergency rescue work, and assist in maintaining social order;

Article 9 Citizens should consciously maintain the public environment:

(1) Do not spit, defecate, litter, or dump sewage;
