Regulations of Shangqiu Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, standardize, guide and promote the civilized behavior of citizens, improve the civilized quality of citizens and the degree of social civilization, and build a beautiful Shangqiu, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies the core values of socialism, meets the moral requirements of Socialism with Chinese characteristics, maintains public order and good customs, leads social customs, and promotes the progress of social civilization. Article 4 Under the unified leadership of the Party Committee, the work of promoting civilized behavior adheres to the principle of combining advocacy, encouragement and education, and builds a working mechanism of government-led, departmental promotion, social construction and participation of the whole people. Fifth city, county (city, district) and urban-rural integration demonstration area of spiritual civilization construction guidance institutions to co-ordinate the promotion of civilized behavior within their respective administrative areas, responsible for planning, guidance, coordination and supervision and inspection, organization of publicity, recognition and other civilized behavior promotion work. Sixth city, county (city, district) people's government and the urban-rural integration demonstration zone management committee and its relevant departments, township (town) people's government, street offices in accordance with their respective responsibilities to promote civilized behavior.

Residents' committees and villagers' committees shall actively organize the communities (villages) and units under their jurisdiction to carry out civilized construction and build a harmonious social relationship. Seventh state organs, enterprises and institutions, people's organizations, social organizations and citizens should actively participate in the propaganda of civilized behavior.

Public officials and public figures should play an exemplary role in promoting civilized behavior. Chapter II Basic Norms Article 8 Citizens should carry forward the positive energy of society and strive to be "good people in Shangqiu" who are helpful, honest and trustworthy, courageous, dedicated and filial. Article 9 Citizens shall abide by the following norms in public places:

(1) Advocating ecological civilization, caring for the ecological environment, and reducing air, water and soil pollution and waste of natural resources;

(two) care for public facilities and maintain environmental sanitation;

(3) Dress neatly and behave in a civilized manner;

(four) civilized toilet, keep public toilets clean and tidy;

(five) when shopping, seeing a doctor, purchasing tickets, taking a bus and entering the venue, observe the order and do not jump the queue at will;

(six) no quarrel, abuse, loud noise;

(seven) shall not trample on the lawn, climbing flowers and trees;

(eight) shall not be arbitrarily discharged sewage, littering;

(nine) no graffiti, graffiti;

(ten) no spitting, urinating;

(eleven) shall not engage in business activities in roads, squares, parks and other places. ;

(twelve) no drunkenness;

(thirteen) prohibit smoking in places and areas where smoking is prohibited;

(fourteen) other civilized behaviors that should be observed. Tenth fitness, singing and dancing, publicity, celebration and marketing activities in public places, should abide by the relevant provisions of environmental noise management, rational use of venues and facilities, to avoid affecting the normal life of others. Eleventh in the library, memorial hall, museum, theater and other places should abide by order, keep quiet and avoid disturbing others. Twelfth in places such as memorial facilities for heroic martyrs and patriotic education bases, we should abide by relevant systems and etiquette norms, and consciously maintain a solemn atmosphere. Thirteenth watching sports competitions, cultural performances and other activities, we should respect athletes, coaches, referees, cast members and so on. Obey site management and observe the order of venues. Fourteenth citizens should abide by public order, care for the environment and facilities, and are not allowed to build, drag or throw objects at high altitude.

Consciously reduce the generation of domestic garbage, and put domestic garbage into categories according to regulations.

Neighborhood unity and harmony, mutual respect, mutual help, * * * to create a civilized building. Fifteenth dogs should comply with the following norms:

(a) shall not be included in the list of dogs in residential areas;

(two) for dog registration, vaccination;

(three) by adults with dogs out of the house;

(four) take the dog to take the elevator or go up and down the stairs, and take the initiative to avoid others;

(5) Dogs other than guide dogs and support dogs are not allowed to enter schools, museums, shopping malls and other public places or take public transport;

(six) to avoid dog noise disturbing the people, and to clean up the feces excreted by dogs in public areas in time.

Keeping other pets should abide by relevant laws and regulations, manage pets well, keep the environment clean and avoid disturbing others' lives. Sixteenth driving a motor vehicle shall comply with the following norms:

(a) no overtaking, no lane change, U-turn, honking;

(2) Courtesy for pedestrians to pass through crosswalks or intersections;

(3) Congested and slow-moving sections are courteous to each other and pass in an orderly manner;

(four) take the initiative to make way for fire engines, ambulances, engineering rescue vehicles, police cars and school buses;

(5) Turn off the high beam actively when passing at night;

(six) shall not throw items from the window;

(seven) when passing through the water section, slow down to prevent water from splashing others;

(eight) parking in place, orderly parking.

Drivers of buses, taxis and long-distance (short-distance) buses shall keep their vehicles clean and tidy, use civilized language, and shall not refuse to carry or rob the road.
