What institutional cultures would developed countries genuinely envy in China?

It's quiet outside in the middle of the night, and it's almost like you can just go for a walk anywhere you want and enjoy the feeling of peace and solidity without having to worry about someone holding a gun on you.

In China I can drink all the way home from work and no one cares. But certainly not in the US.
