The dance that many people do on the street with umbrellas in Japan seems to be some kind of festival.

If I'm not mistaken, it's the Clanking Festival, which is a representative event of Tottori's summer season, and the grand finale of which is called the Clanking Umbrella Dance (which would be the umbrella dance you're talking about).

The Medaka umbrella is made of thin strips of bamboo, and the surface of the umbrella is covered with washi paper, then painted with bright red and cyan designs, and decorated with strips of gold and silver paper.
