In order to promote the construction of urban civilization in an all-round way and improve the modernization level of social governance in the city, Chifeng City has promulgated the Regulations on the Promotion of Civilized Behavior in Chifeng City (hereinafter referred to as the Regulations), which advocates civilized behavior in the form of law and controls uncivilized behavior.
Cultivate and practice socialist core values and inherit and carry forward the traditional virtues of the Chinese nation. The Regulations came into effect on 165438+ 10/day, and a press conference on the promulgation and implementation of the Regulations was held on 1 0/4.
The "Regulations" consists of six chapters and 44 articles, which is the first local regulation formulated by Chifeng City to promote the construction of urban civilization. Among them, uncivilized behaviors such as noise disturbing people in square dance, walking dogs without tying ropes, throwing objects at high altitude, speeding by take-away food delivery staff, and flying line charges were "hard-bound", which was deeply hated by the public.
The "Regulations" were passed by the third meeting of the Standing Committee of the Eighth Municipal People's Congress on September 2, and were considered and passed by the thirty-seventh meeting of the Standing Committee of the Thirteenth National People's Congress of the autonomous region on September 28.
Read the "Regulations" carefully, including six parts: general rules, basic norms of civilized behavior, advocacy and encouragement, and promotion and protection, so as to make rigid norms for maintaining public order and good customs and leading new social trends.
For example, in view of the uncivilized behaviors reflected by the public, such as the noise of square dance disturbing people, walking dogs without tying ropes, throwing objects at high altitude, the regulations clearly require that entertainment activities such as square dance and yangko should be organized, and the use of audio equipment should not emit noise exceeding the prescribed standards, and should not affect others' normal study, work and life.
When traveling with a dog, you should tie the chain rope and lead it by a person with full capacity for civil conduct. You must not drive the dog away to intimidate or hurt others. Don't throw things from buildings, and don't pile up or hang things that endanger public safety or hinder the appearance of the city outside balconies, platforms and external corridors of buildings.
Relevant persons from the Legal Affairs Committee of the Standing Committee of Chifeng Municipal People's Congress introduced that during the drafting of the Regulations (Draft), relevant committees of the Municipal People's Congress, relevant departments of the municipal government, city group organizations and counties and districts all participated in this work.
The purpose and function of "Regulations" is to transform some moral norms into legal requirements, clarify what citizens and organizations should do, what they can do and what they are forbidden to do, and regulate, guide and restrain people's behavior through the coercive force of laws and regulations, so as to promote civilized behavior and moral construction.
