Is it too late to learn guitar at 14

If you're just learning a musical instrument and developing a hobby, it's not too late. Because as far as getting started guitar is still relatively easy. If your goal is to become a master, it's a little late, but that's not absolute. The age of practicing guitar in China is generally late, and many of the current famous guitarists in China started practicing when they were around 18 years old.
