How to charge if someone in Mobile Harmony member goes to a different place?

If any of the members of Mobile Harmony goes to a different place, they can't enjoy the Harmony discount, and can only be charged according to the normal roaming rate.

Mobile Harmony minutes can only be used locally.

For example, A and B are both local Mobile Harmony, A is out of town and B is in the local area, then,

①B calls A and deducts the minutes, if A is roaming in the province, then it is 30 cents a minute for both calls to and from B. If A is roaming out of the province, then it is charged at the normal rate.

② A in the field, A call to B will not deduct the number of minutes, direct deduction, roaming in the province, the call to pick up B are 30 cents a minute; roaming outside the province, then in accordance with the normal tariffs.
