Home care services mainly include the following contents:
(1) Life care services, such as day care, meal assistance, bathing assistance, cleaning assistance, travel assistance and purchase assistance;
(two) home care, physical examination, health care guidance, medical rehabilitation, emergency assistance, hospice care and other medical and health care services;
(three) care visits, psychological counseling, legal counseling, emotional counseling and other spiritual comfort services;
(four) cultural entertainment, physical fitness, knowledge lectures and other services that are beneficial to the physical and mental health of the elderly. Article 4 Home-based aged care services shall follow the principles of family responsibility, government leading, social participation, basic security and moderate universal benefits, and build a home-based aged care service system integrating urban and rural areas. Article 5 Children of the elderly and other persons who have the obligation to support and support according to law shall fulfill the obligation to provide financial assistance, life care, medical care and spiritual comfort to the elderly.
If the elderly who care for the elderly at home need paid social services, the elderly who receive the services or their dependents shall bear the corresponding expenses. Article 6 The municipal, district and county (city) people's governments shall take home-based aged care service as the main way of aged care service, and perform the following duties:
(a) the home care service into the national economic and social development planning;
(two) to establish a financial input growth mechanism that is compatible with the growth of the elderly population and the level of economic and social development;
(3) Perfecting the social security system related to home-based care services;
(four) overall planning and configuration of home care service facilities;
(five) to clarify the responsibilities of government departments for home care services, and strengthen coordination, supervision, inspection and assessment;
(six) to guide and encourage enterprises and social organizations to participate in home care services. Article 7 The civil affairs department is the competent department of home-based care services within its administrative area, and is responsible for the guidance, supervision and management of home-based care services.
Development and reform, finance, human resources and social security, urban and rural planning, housing and urban and rural construction, health and family planning, commerce, market supervision and management, quality and technical supervision and other departments should do a good job in home care services according to their respective responsibilities.
Trade unions, youth leagues, women's federations, disabled persons' federations, federations of industry and commerce and other people's organizations shall, within the scope of their respective duties, assist in the work of home-based care for the aged. Eighth town (township) people's government, street offices shall perform the following duties:
(a) to coordinate and implement the work of home-based aged care services within its jurisdiction;
(two) the management of home care service facilities;
(three) the implementation of government services, financial subsidies and other support policies;

(five) to educate and promote residents and villagers to fulfill their obligations of family support and maintenance according to law. Tenth city, county (city) people's government and its relevant departments should support and develop voluntary service organizations serving the elderly at home, and establish incentive systems such as volunteer service awards and service points. Encourage staff of state organs, employees of enterprises and institutions, and students at school to participate in voluntary service activities for the aged at home.
Advocate neighborhood mutual support for the elderly, encourage young and healthy elderly people to help disabled, demented and disabled elderly people, and encourage grassroots elderly associations and elderly volunteer service organizations to carry out various forms of self-help and mutual assistance services.
Volunteers can get home-based care services according to service points, and enjoy the rights stipulated by relevant laws and regulations. Article 11 The civil affairs department shall, jointly with the propaganda, education, judicial administration and other departments, strengthen the propaganda of old-age services, advocate a good family style, promote the filial piety culture with Ningbo characteristics, and create a social atmosphere of respecting, loving and helping the elderly.
