Different gyms have different rules. You can ask the person in charge. I will usually tell you when I apply for a card. Some can be transferred, but you have to pay a handling fee.
I should have taken a picture of my face with my camera when I applied for the card. If you can find the person who transfers the card, you can save the card transfer fee by letting him continue to transfer for one year.
