Can fitness calf build muscles?

For people born with large calf circumference (excluding obesity factors), exercise may not effectively reduce calf circumference, because heredity plays a strong role, so don't care too much about calf thickness. A more feasible way is to increase the thigh circumference and upper body muscle circumference through exercise, so that the proportion of the whole body is more coordinated, so that the calf thickness will not become a factor affecting the appearance of the body.
