(3) The selection, production and dissemination of targeted health information must be aimed at the needs and characteristics of the recipients.
(4) Guiding health information should have strong practical guiding significance, telling the recipients how to use health knowledge and skills, and making the recipients voluntarily adopt healthy behaviors.
