According to People's Daily Online, Tokyo, February 28th, at present, the Japanese government will gradually relax the entry management policy for foreigners from March 1 day, and the daily entry limit will be raised from 3,500 to 5,000. At the same time, from March 1, the entry policy will be relaxed in stages and entry applications will be accepted. Then the latest provisions of Japan's entry policy in 2022 are as follows.

Japan gradually relaxed its entry policy from March 1. From March 1 day, the upper limit of foreigners entering Japan will rise from 3,500 to 5,000 per day.

It is reported that the Japanese government began to accept visa applications online on February 25. Due to the large number of online applicants, the website was once unable to submit data.

Japan's Ministry of Health, Labor and Welfare stipulates that relevant schools and enterprises that accept foreigners need to fill in the applicant's passport, quarantine location after entry and other relevant information online, and sign relevant commitment materials such as agreeing to implement epidemic prevention and control measures in order to obtain the "acceptance certificate" issued by the Japanese government.

The Japanese embassy or consulate in the country where the applicant is located will officially start the visa approval procedure after receiving the Acceptance Certificate and related materials submitted by the receiving unit.

I. Latest Requirements According to the epidemic situation and the requirements of the competent authorities, the detection method for people flying from Japan to China after February 28, 2022 (inclusive) is now adjusted to 1 PCR pre-detection 7 days before boarding, and 1 PCR detection in two different institutions within 3 days before boarding (the interval must be more than 24 hours, hereinafter referred to as "crossover").

The whole process of application after adjustment: ① Pre-detection of nucleic acid (PCR) on the 7th day before boarding → Self-health monitoring on the 27th day → Cross-PCR detection by different institutions on the 3rd day before boarding → ④ Obtaining all negative test results → ⑤ Login to the system to apply for health code →⑤Sign in.

Reference example: If you take the 10 flight on March 3rd, you must carry out 1 time nucleic acid (PCR) pre-detection, fill in the self-health monitoring form truthfully on March 3rd-9th (7 days), carry out cross double nucleic acid (PCR) detection on March 7th-9th, and submit the application code online before 20:00 on March 9th.

Two. Operating Instructions and Precautions (1) About the testing mechanism

Pre-trip inspection must be carried out at the inspection institution designated by the embassy or consulate in Japan. List of testing institutions designated by the embassy. According to the comprehensive service level of testing institutions designated in 202 1, the embassy recommended the first batch of institutions in annex 2 10. (For the list of inspection agencies designated by consulates, please visit the websites of consulates. )

Please note:

1. Some originally designated testing institutions have withdrawn, but their testing reports issued before February 27th, 2022 (inclusive) are still valid.

2. Cross double nucleic acid (PCR) testing must be carried out in two different designated testing institutions within the same territory within 3 days before boarding.

3. The detection institution that carries out the nucleic acid (PCR) pre-detection on the 7th day before boarding can be selected across the consular area, or it can be consistent with either of the two institutions that carry out the cross double nucleic acid (PCR) detection on the 3rd day before boarding.

The above-mentioned designated testing institutions operate in accordance with local laws and regulations, and have no economic relations with embassies and consulates in Japan, and their charging standards have nothing to do with embassies and consulates in Japan. Please know the charging standard, payment method and other information before choosing. The testing efficiency, working hours, whether to see a doctor on holidays and the way to make an appointment are different in each designated testing institution. It is recommended to make an appointment in advance for confirmation.

(2) Specific requirements for pre-trip inspection and health monitoring.

1. Pre-detection: nucleic acid pre-detection (PCR) will be conducted on the 7th day before boarding, and the time will be calculated as "flight date -7". For example, if you take the 10 flight in March, you must conduct pre-inspection on March 3.

2. Self-health monitoring: Self-health monitoring shall be conducted for 7 days from the sampling date of the pre-test, and the Self-health Monitoring Form (7 days) shall be truthfully filled out every day (see Annex 3 for details) until the day before boarding.

3. Cross double nucleic acid (PCR) detection: Two nucleic acid (PCR) detections should be conducted in two different designated detection institutions within 3 days before boarding, and the interval between the two detections should be more than 24 hours. For example, on flight 10 on March 7 -9, nucleic acid (PCR) tests must be conducted twice at two different designated testing institutions, with an interval of more than 24 hours.

4. Preventive measures

(1) All test results must be negative, and a unified test certificate must be obtained (see the figure below for the specific style).

2) When receiving the test certificate, please pay attention to check whether it is in the prescribed format, and check the name, passport number, date of birth, contact telephone number and other information on the spot to confirm whether the testing institution is stamped and signed, and correct it in time if there are any errors.

5. Reference example

Those who take the 10 flight on March 3rd must carry out 1 time nucleic acid (PCR) pre-detection, fill in the Self-health Monitoring Form (7 days) day by day from March 3rd to 9th, carry out cross-double nucleic acid (PCR) detection from March 7th to 9th, and submit application information online to apply for health code before 20:00 on March 9th.

3. Preventive measures

(1) The information you fill in will be used for review and reflected in the health code. Please fill in truthfully and accurately.

(2) In all aspects of the application, please ensure that the name, date of birth and certificate number are accurate and consistent with the certificates held. Passengers holding multiple entry and exit documents at the same time, please refer to the documents used when entering Chinese mainland. Hong Kong, Macao and Taiwan residents can use the tourist card/home visit card/Taiwan compatriot card.

3) The "detection organization" and "detection sampling date" reported in the system shall be based on the latest nucleic acid (PCR) detection at the time of boarding.

(4) When submitting various materials, if there is no uploading channel with the corresponding name, you can choose any uploading channel in the system to submit. For example, you can submit the negative certificate before the test and the self-health monitoring form on the seventh day before boarding the plane (7 days) in the uploading channel of "nucleic acid test and serum IgM antibody test certificate".

(5) After submitting the application, if it is found that the application cannot be submitted correctly due to operational errors or other reasons, you can enter the code application system, click "Re-declare" and follow the prompts. "Re-declaration" can be done up to 2 times. After the new declaration, the embassy or consulate will review it according to your latest declaration. The approval sequence is automatically generated by the system, and "reapplying" without justifiable reasons will affect the approval progress. Please be careful not to repeat the test and submission.

(4) Full verification and approval

1. Before the health code is issued, the embassy or consulate in Japan will fully verify the authenticity of the test certificate, and if necessary, it will verify the situation with the designated testing institution, and ask the applicant to re-sample and test as appropriate.

2. There are many flights to China, and the audit duration varies according to the number of flights and the total number of passengers. The embassies and consulates in Japan regularly review health regulations on weekends and holidays. After submitting the application, please wait patiently and confirm the health code status in real time. Please do not inquire and urge by other means, so as not to affect the audit efficiency.

3. The applicant can check the health code status in the "View and Display Health Codes" of the code application system:

(1) "green" means passing, and you can board the plane with the code;

(2) "Yellow" is pending review, please wait patiently;

(3) "Red" indicates failure, and the failure reason is marked above red team. Please confirm and upload the materials that meet the requirements and resubmit the application;

(4) "Gray" means overdue, which means that your test report has exceeded the validity period, and you must resubmit the test certificate within the validity period.

(5) About check-in

1. Airlines can put forward other epidemic prevention requirements according to regulations, including but not limited to antigen testing before check-in, refusing passengers infected for less than three months to board the plane, etc. It is recommended to contact the airline for confirmation in advance.

2. The airline will check the health code at the check-in site. All passengers going to China must log in to the health code application system at the check-in site to display their health codes. Screenshots, printed versions and other forms of health code display are not accepted.

3. Health codes issued by embassies and consulates in Japan are only used when checking in at Japanese airports. Please consult the competent department at the place of entry for measures such as customs inspection and quarantine, isolated observation and health code.

(6) About vaccination

1. At present, the government of China has not forced people to go to China for vaccination, but it strongly recommends that all eligible groups be vaccinated. People who are not vaccinated can also obtain health codes by submitting relevant information as required.

2. Passengers who have been vaccinated must carry out various tests after completing vaccination (basic needle) in 14 days, otherwise health codes will not be issued. The booster needle does not need 14 days.

For example, your vaccination certificate shows that the second dose of vaccination is on March 10, so please carry out various tests after March 25th (including that day). If the test is carried out as early as March 25th, even if all the test results meet the requirements, the health code cannot be issued.

3. About vaccination certificate

(1) Japanese vaccination: A paper or electronic vaccination certificate issued by the Japanese government is required. If there is any difficulty, please submit the vaccination record+COVID-19 vaccination statement issued by the vaccination agency.

(2) Vaccination in China: You can download the International Travel Health Certificate in the application system "Entry for Overseas Personnel", or submit a formal vaccination certificate showing the complete personal information, vaccination time, vaccine type, vaccination unit name and seal of the recipient. If you have any difficulties, please submit China domestic vaccination record+COVID-19 vaccination statement.

(3) Vaccination in a third country: Please submit a vaccination certificate issued by a third country, showing the complete personal information of the recipient, vaccination time and vaccine type+COVID-19 vaccination statement.

Three. Requirements for applying for health code under special circumstances (1) Persons with previous infection history.

For those who have been diagnosed with COVID-19, or who have not been diagnosed, but any results of nucleic acid (PCR) test or serum-specific IgM antibody test are positive (except those who are positive for serum IgM antibody due to vaccination with COVID-19 vaccine), please apply for health code according to the following steps:

1, apply for preliminary examination

Please send an email to the mailbox of the corresponding consulate general to apply for pre-examination. Please log on to the websites of consulates general for pre-trial email.

The title of the pre-trial email must indicate "name+passport number+nationality+application for pre-trial". Please keep your contact number and upload a valid passport information page. If the email title does not meet the requirements, you should be responsible for the omission of the pre-trial.

* Special reminder: Pre-test must meet the following requirements:

(1) 1 lung examination +2 nucleic acid (PCR) detection does not need to be carried out in a designated institution, but a test report containing complete personal information, sampling method (only nasopharyngeal swab is approved), test method, test time and test result should be provided. Pregnant women can't do lung examination with the pregnancy certificate issued by the hospital.

(2) The time of the above three tests should be later than the date of diagnosis or positive test results. Lung examination should be completed within one natural month before the trial, and two nucleic acid (PCR) tests should be completed within 3 days before the trial, with an interval of at least 24 hours.

For example, the initial examination should be submitted on March 10, the lung examination should be carried out from February1to March 10, and the second nucleic acid (PCR) examination should be carried out from March 7 to March 10 with an interval of at least 24 hours.

(3) The information in the above three inspection reports must be consistent with the certificate information used by the applicant when entering Chinese mainland. Please do not use Japanese pseudonyms or non-entry documents.

(4) Pre-trial is valid within one natural month from the date of adoption. After the pre-trial fails, the above three tests need to be conducted again before applying for pre-trial. For example, March 10 passed the pre-trial, and April 10 was invalid.

2. 14 day isolation and health monitoring

After passing the pre-trial, the embassy or consulate will reply to the email notice. Please conduct self-isolation and health monitoring for 14 days according to the requirements of the reply email, and truthfully fill in the Self-Health Monitoring Form for Past Infected Persons/Secret Contacts/Suspects/Transit Persons (14 days) (see Annex 4 for details).

3. If there is no abnormality during the quarantine and health monitoring of 14 days, you can follow "II". Two. Specific requirements for pre-inspection and health monitoring. "

If the nucleic acid (PCR) test is positive again after the pre-test, the above three tests should be carried out again after full recovery, and the pre-test should be re-applied.

If there are suspected symptoms after the pre-trial, please conduct isolation and self-health monitoring again 14 days. If the isolation period exceeds the validity period of the pre-test, the above three tests should be carried out again and the pre-test should be applied.

5. Reference example

March 10, 1 lung examination and two qualified nucleic acid (PCR) test reports were sent to the corresponding embassies and consulates for pre-examination. If you receive a pre-qualification reply email on March 1 1, please start the isolation and health monitoring on March 12 according to the requirements of the reply email. If there is no abnormality in your physical condition during this period, you can make travel arrangements and pre-detection, health monitoring and cross-double nucleic acid (PCR) detection before boarding on March 26th.

(2) Close contact with personnel

People who have close contact with suspected cases and confirmed cases, or those who have not taken effective protection, start 2 days before symptoms appear, or 2 days before sampling asymptomatic infected people. Such as family, colleagues, classmates, cohabitants, etc. All the companions or asymptomatic infected persons (subject to the positive results of nucleic acid test) diagnosed as cases are treated as close contacts.

2. Code application requirements

Close contacts shall conduct self-isolation and health monitoring for 14 days from the next day of close contact, and truthfully fill in the Self-Health Monitoring Form for Past Infected Persons/Close Contacts/Suspects/Transit Persons (14 days) (see Annex 4 for details). If there is no abnormality in physical condition during this period, pre-examination and health monitoring can be carried out according to the specific requirements in "II" and "II" of this notice.

(4) Landing crew

For the crew members who entered Japan after disembarking from Japan and plan to fly directly to China, please follow the following steps to apply for a health code.

Step 1: Perform nucleic acid pre-detection (PCR) immediately after entering Japan.

Step 2: The nucleic acid pre-detection (PCR) is negative, and the closed-loop isolation management shall be implemented for no less than 14 days, and the shipping company shall sign the Closed-loop Management Certificate for Crew Isolation (see Annex 5 for details). Step 3: After the closed-loop isolation management is completed, two nucleic acid (PCR) tests (24 hours apart) will be conducted in two different designated testing institutions within 3 days before boarding.

(5) Transport personnel

1. The embassies and consulates in Japan will not issue health codes to those who leave Japan and transit China through third countries or Hong Kong, Macao and Taiwan. The consequences of detention and repatriation caused by connecting flights are borne by individuals.

2. Personnel from third countries (regions) whose host countries have direct flights to China are not allowed to transfer to China via Japan, and the embassies and consulates in Japan will not issue health codes for such personnel.

3. There is no direct flight to China from a third country (region) in the host country, so it is recommended to carefully consider the travel risks. If it is really urgent to fly to China via Japan, please conduct independent isolation and health monitoring for not less than 14 days after entering Japan (adjust the monitoring period of health status after entering Japan according to the latest epidemic situation in the country of origin or as appropriate), and truthfully fill in the Self-Health Monitoring Form for Former Infected Persons/Secret Contacts/Suspects/Transit Persons (14 days). Only those who are not abnormal during the isolation and health monitoring can carry out the follow-up pre-detection, health monitoring and cross double nucleic acid (PCR) detection before boarding according to the "requirements for pre-inspection and health monitoring" in this notice. Four. Important reminder 1. Doing a good job in foreign defense investment is of great significance for ensuring China's economic development, social stability and people's lives, health and safety. The embassies and consulates in Japan once again strongly appealed for "non-emergency, non-necessity, and no travel".

2. Not paying attention to protection after inspection and before boarding the plane is the main reason for the positive test after entry. We strongly appeal to the passengers to isolate at home after inspection, avoid high-risk behaviors such as eating out, partying and shopping, and prevent infection after inspection.

3. Please be sure to test the integrity, truthfully declare, and ensure that the submitted information is true and effective. Failure to truthfully declare or tamper with the test results as required, resulting in serious consequences, will be investigated for corresponding legal responsibilities according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the Criminal Law of People's Republic of China (PRC).

4. In case of any inconsistency with this notice, this notice shall prevail.
