Outsiders can apply for health certificates in Hangzhou. You can go to the epidemic prevention center or health bureau in Shangcheng District with your ID card and temporary residence permit, and you don't have to pay for free photos, blood tests and chest X-rays. You can usually get a health certificate after one week.
