Responsibility system for prevention and control of occupational hazards

I. Management Purpose

This system is formulated to implement the Law of People's Republic of China (PRC) on the Prevention and Control of Occupational Diseases, enable employees to enjoy the right of occupational health protection according to law, strengthen the management of occupational disease prevention in toxic and harmful workplaces, prevent, control and eliminate occupational hazards, and protect employees' health.

These Provisions shall be implemented as of the date of promulgation.

Two. Terms and definitions

1. Occupational disease: refers to the diseases caused by workers' exposure to dust and other toxic and harmful substances in their occupational activities, which are listed in the scope of occupational diseases announced by the state.

2. Occupational hazards: refers to various hazards that may cause occupational diseases to employees of enterprises engaged in occupational activities. Occupational hazard factors include: various harmful physical, chemical and biological factors existing in occupational activities, as well as other occupational hazards generated in the process of operation.

3. Occupational contraindications: refers to diseases that may cause danger to the life and health of others when employees engage in specific occupations and are exposed to specific occupational hazards, as well as personal special physiological and pathological conditions.

4. Harmful operation: refers to factors (including physical factors, chemical factors, biological factors, etc. ) Construction production environment and process that may affect health.

Third, management responsibilities

1. The security department is responsible for the occupational disease prevention and statistical management of the company. Be responsible for the identification and evaluation of occupational hazard factors, carry out publicity and education on occupational disease prevention and control, get in touch with the Center for Disease Control and Prevention on a regular basis every year, and test the workplaces where occupational hazards such as dust and noise occur in various construction production companies. If the test items are unqualified, timely notify relevant units to carry out on-site rectification.

2. The General Affairs Department is responsible for establishing and improving the occupational health management system and occupational health files, formulating the occupational disease prevention and control plan and implementation plan, the occupational disease hazard emergency rescue plan, and organizing employees to have physical examinations.

3. The Human Resources Department is responsible for signing labor contracts with employees. At the same time, employees should be truthfully informed of the possible occupational hazards and their consequences and wages in the course of work, and this should be stated in the labor contract. Patients with occupational contraindications shall not be arranged to enter the company, and workers without occupational health examination shall not be arranged to enter the company; Patients with occupational diseases found in occupational health examination shall be transferred from their original posts in time and properly placed; Employees who have not undergone occupational health examination before leaving their posts shall not dissolve or terminate their labor contracts.

4. All grass-roots units are responsible for the implementation of occupational disease prevention and control, regularly inspect, maintain, maintain and test the occupational disease prevention and control equipment, maintain normal operation, and distribute personal hygiene protection articles to employees according to regulations; Employees with occupational contraindications shall not be arranged to engage in operations with occupational hazards, and occupational health management files of employees shall be established and improved.

5. Employees shall strictly abide by the occupational disease prevention and control management system and occupational safety and health operation rules in the process of construction, production and labor, and enjoy the right of occupational disease prevention, treatment and rehabilitation.
