The county (District) people's government shall determine the area within its jurisdiction where urbanization management is implemented, announce it to the public, and report it to the Municipal People's government for the record. Article 3 The people's governments of cities and counties (districts) shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, establish a scientific and perfect infrastructure system, a professional operation service system and a smart city management system, ensure and gradually increase the funds needed for the cause of city appearance and environmental sanitation, and make the cause of city appearance and environmental sanitation adapt to the regional economic and social development.
Street offices and town people's governments are responsible for organizing and implementing the specific work of city appearance and environmental sanitation within their respective jurisdictions, and the relevant neighborhood (village) committees shall cooperate with them. Fourth city management departments are responsible for the management of city appearance and environmental sanitation within their respective administrative areas.
Development and reform, public security, natural resources and planning, ecological environmental protection, housing and urban and rural construction, transportation, water conservancy, culture and tourism, health and market supervision departments shall, according to their respective functions and duties, do a good job in the management of city appearance and environmental sanitation according to law. Article 5 The competent department of city management shall prepare a special plan for city appearance and environmental sanitation, and report it to the people's government at the same level for approval before implementation.
The competent department of urban management shall, jointly with relevant departments, formulate standards for urban appearance and report them to the people's government at the same level for approval before implementation. Article 6 The neighborhood (village) committee shall assist the neighborhood offices and the town people's government to carry out the work of city appearance and environmental sanitation, formulate an autonomous and civilized convention on city appearance and environmental sanitation, mobilize social organizations and neighborhood (village) people to participate in the work of city appearance and environmental sanitation, encourage voluntary service and public welfare actions of city appearance and environmental sanitation, and build a clean, beautiful and civilized community. Neighborhood offices and town people's governments shall provide guidance and necessary conditions for neighborhood (village) committees to carry out city appearance and environmental sanitation work. Seventh urban management, natural resources and planning, housing and urban and rural construction, culture and tourism, education and sports departments should strengthen the publicity and education of laws and regulations such as city appearance and environmental sanitation, domestic waste classification, and enterprises and institutions should actively participate in and cooperate with them.
The news media should carry out public welfare propaganda work of city appearance and environmental sanitation, improve citizens' awareness of city appearance and environmental sanitation, and educate citizens to develop civilized habits of city appearance and environmental sanitation. Eighth any unit or individual shall respect the city appearance and environmental sanitation workers and their labor achievements, and shall not hinder them from performing their duties according to law.
County (District) people's governments and employers shall ensure the labor safety, working conditions and living conditions of city appearance and environmental sanitation workers, and establish a scientific and reasonable work evaluation and assessment system. Ninth people's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation. Tenth city appearance and environmental sanitation to implement the system of responsibility area. The responsible person shall be responsible for the city appearance and environmental sanitation work in the responsible area. Eleventh city appearance and environmental sanitation responsibility area, responsible person, determined in accordance with the following provisions:

(four) stadiums, tourist attractions, parks, green spaces, squares and other public places, by the operators, managers or property units responsible;
(5) Hotels, restaurants, guest houses, shopping malls, shops, supermarkets, commercial plazas, exhibition venues, temporary stalls, car washes, bazaars and various professional markets shall be in the charge of operators, managers or property rights units;
(six) the property management unit is responsible for the residential quarters that implement property management, and the neighborhood offices and the town people's government are responsible for the residential quarters that do not implement property management;
(seven) the management area of organs, organizations, troops, enterprises and institutions, which is responsible for it;
(eight) the construction site of the construction project is responsible by the construction unit, the land to be built is responsible by the land use right holder, and the land reserve is responsible by the management and protection unit;
(nine) public toilets, garbage transfer stations, garbage collection stations and other environmental sanitation facilities by the management unit;
(ten) septic tanks, septic tanks by the property owner is responsible for, unclear property rights by the local neighborhood offices, the town people's government is responsible for;
(eleven) rivers, waters, coastal greening, hydraulic construction, by the property owners, managers or users.
According to the above provisions, if the responsible person cannot be clearly defined, the local urban management department will implement the responsible person. Before the implementation of the responsible person, the sub-district office and the Town People's Government shall be responsible for it. If the responsibility of the responsibility area across administrative regions is not clear, it shall be determined by the competent department of urban management at the next higher level.
