Article 1 In order to strengthen the discovery, reporting and management of asymptomatic infected persons in COVID-19, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the Law of People's Republic of China (PRC) on Frontier Health and Quarantine.
Article 2 Asymptomatic infected persons in COVID-19 refer to those who have no relevant clinical manifestations, such as fever, cough, sore throat and other symptoms and signs that can be perceived by themselves or confirmed clinically, but the respiratory tract and other specimens are positive for COVID-19 pathogens. There are two cases of asymptomatic infection: first, after 14 days of isolated medical observation, there are no symptoms and signs that can be perceived by themselves or recognized clinically; The second is the state of "asymptomatic infection" in the incubation period.
Article 3 Asymptomatic infected persons are contagious and have the risk of transmission.
Fourth, strengthen the monitoring and discovery of asymptomatic infected people: first, actively detect the close contacts of COVID-19 cases during medical observation; Second, active detection in cluster epidemic investigation; The third is to actively find exposed people in the process of tracking the source of infection in COVID-19; The fourth is to actively detect some people who have lived in areas where COVID-19 cases continue to spread at home and abroad; Fifth, the relevant personnel found in epidemiological investigation and opportunistic screening.
Article 5 Standardize the report of asymptomatic infected persons. All kinds of medical and health institutions at all levels should directly report asymptomatic infection cases through the network within 2 hours. After receiving the report of asymptomatic infected persons, the county-level disease control institutions shall complete the case investigation within 24 hours, register close contacts in time, and report the case questionnaire or investigation report through the infectious disease report information management system in time. After the asymptomatic infected person cancels the centralized medical observation, the medical and health institution shall fill in the date of canceling the medical observation in the infectious disease report information management system in time.
Article 6 Strengthen information disclosure. The health administrative department of the State Council publishes the report, prognosis and management of asymptomatic infected persons every day. Each province publishes statistical reports on its own administrative region, local communication and overseas input.
Seventh to strengthen the management of asymptomatic infected people. Asymptomatic infected persons should be under centralized medical observation 14 days. Patients with COVID-19-related clinical symptoms and signs during this period were converted into confirmed cases. If the sample has been observed for 14 days and the nucleic acid test is negative twice in a row, the centralized medical observation can be terminated. Those who are still positive for nucleic acid test and have no clinical symptoms need to continue centralized medical observation.
Article 8 If asymptomatic infected persons have clinical manifestations during centralized medical observation, they shall be immediately transported to designated medical institutions for standardized treatment, and corrected in time after diagnosis.
Article 9 Close contacts of asymptomatic infected persons shall be subject to centralized medical observation 14 days.
Article 10 An expert group shall be organized to conduct rounds on asymptomatic infected persons under centralized medical observation, so as to find possible confirmed cases in time.
Article 11 asymptomatic infected persons who have been released from centralized medical observation will continue to receive medical observation and follow-up 14 days. Follow-up to the designated hospital in the second and fourth weeks after the termination of centralized medical observation to know their health status in time.
Twelfth targeted to increase the intensity of screening, and expand the scope of detection to close contacts and asymptomatic infected people who found cases. Do a good job in intensive monitoring of key areas, key populations and key places. Once asymptomatic infected people are found, medical observation should be concentrated and isolated.
Article 13 Asymptomatic infected persons are characterized by concealed transmission, subjective symptoms and limited discovery. The state supports scientific research on the infectivity, transmission and epidemiology of asymptomatic infected persons.
Fourteenth to strengthen information communication, exchange and cooperation with the World Health Organization and other relevant countries and international organizations, timely adjust the diagnosis and treatment programs and prevention and control programs.
Fifteenth all localities should increase the publicity of popular science knowledge in COVID-19, guide the public to scientific protection, conduct extensive training, and improve the prevention and control ability and level of grassroots medical and health personnel and community workers.
