Can the public health certificate sell clothes?

You can't. Health certificates in public places are mainly issued for people engaged in food industry, beauty salons, medical care and other related work, which is a certificate to prove whether employees meet health standards. You don't need a certificate to sell clothes. With or without a public health certificate, clothes can be sold as long as they have a business license.
