In order to ensure the scientific operation of the press corps and safeguard the interests of all members, the Articles of Association are formulated in accordance with the relevant provisions of the state and the Student Handbook of Clinical Medical College of Anhui Medical University, combined with the reality of the press corps.
Article 2 The press corps is a campus media organization that completely adheres to the party's leadership, always listens to the party's command, strictly implements the party's policies, conscientiously implements the party's ideas, and actively plays the vanguard and exemplary role of young college students.
(1) Group nature: under the guidance of the Party, it belongs to the campus media organization of the Youth League Committee;
(2) Basic ideas: adhere to the Four Cardinal Principles, support the Party's policies, adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, adhere to Scientific Outlook on Development, and always follow the Party;
(3) Basic concept: report campus dynamics, promote campus culture, and make contributions to building a harmonious campus;
(4) Basic line: recruiting propaganda elites and cultivating solid skills; Go deep into various activities and get through the media platform;
(5) Development ideal: the current ideal is to become a sustainable development group, and the system can be gradually improved; The highest ideal is to become a national model college student group;

Chapter II Organizational Principles
Article 3 The press corps shall implement the system of general meeting of the whole regiment, and shall be the highest decision-making body with a standing committee. The members and alternate members mentioned below refer to the members of the General Assembly, who are also designated representatives of the General Assembly. Any official member of the press corps can sign up as a representative of the conference.
Article 4 Democratic centralism shall be practiced, and members and alternate members shall be elected on the basis of democratic evaluation (non-recorded voting) and comprehensive evaluation (quantitative evaluation).
Article 5 A press corps shall have a head, a deputy head (league building) and a deputy head (self-discipline inspection and quantitative assessment) to lead the overall planning, news life work, league building, democratic maintenance, discipline supervision and quantitative assessment respectively. The work of the press corps is divided into three systems. The head of the regiment and the two deputy heads are the leaders of their respective systems, but the head of the regiment has the obligation to co-ordinate the work of the regiment and the right to directly govern the news life. The head of the regiment enjoys regimental treatment, and other members (excluding alternate members) enjoy deputy regimental treatment.
Article 6 The life and work system of the press corps (news work) is divided into four directions. The director of the news gathering and writing office is responsible for distributing news gathering and writing, the network director is responsible for developing and applying network resources, the editor-in-chief is responsible for reviewing and modifying communications and papers, and the general technical research planner is responsible for sending personnel to participate in technical capture and emergency research in the name of the system. The league building system is divided into two directions: the responsibility of the personnel director is the development of human resources and the daily affairs of personnel, and the responsibility of the public relations director is to organize activities within the league and establish contacts with various external relations; The work of the self-discipline inspection system has no direction, and its main obligations are discipline supervision and quantitative assessment.
Article 7 The press corps consists of grass-roots stations named according to their professional names, with 2 stations for clinical majors and 1 station for other majors. The stationmaster and deputy stationmaster are respectively responsible for the daily news affairs and team building of grass-roots stations.
Article 8 Appointment methods of members:
(1) After the election results organized by the Ministry of Construction of the Communist Youth League are publicized by the Personnel Department 1 week;
(2) The last League Construction Department organized the election of a new League Committee (up to 9 members, divided into three branches); Under the leadership of the former Communist Youth League Committee and the new Communist Youth League Committee, the deputy director of the former Communist Youth League Committee nominated a new list of student cadres among the new members and submitted it to the meeting of all members of the former Communist Youth League Committee for deliberation.
(3) The vice minister of the new Youth League Construction Department nominated the list of student cadres among the new alternate members and submitted it to the meeting of all members of the Youth League Affairs Committee for deliberation.
(4) The new personnel office shall make a written report to the current personnel and present the notice document to the whole hospital; Self-inspection ministries and commissions have the obligation to directly conduct political review of student cadres who have objections during the publicity period, and investigate and dismiss cadres who fail to pass the publicity.
Article 9 Method of appointment of alternate members:
(1) It will be implemented 1 week after the election results organized by the last Youth League Construction Department are publicized;
(2) The former webmaster representative station working committee directly appoints new alternate members as webmasters;
(3) The last deputy stationmaster directly appointed a new alternate member as the deputy stationmaster on behalf of the station working committee;
(four) the results of the appointment shall be reported to the personnel department for unified notice for the record.
Article 10 The principle of secret ballot:
(1) Determine the election object according to the quantitative results and determine the voter list according to the campaign objectives;
(2) presided over by the deputy minister of the Communist Youth League Construction Department, and the electors and candidates must be classmates of the same grade;
(3) merit-based election, the number of places will be allocated in proportion, and then the recommended list will be elected by various departments according to their positions and grades.
Article 11 the relationship between the number of press groups
(1) The secretary of each office does not occupy the total quota, that is, when there are vacancies in six offices of the three major systems, alternate members can be promoted as secretaries, but the promoted alternate members still belong to the original reporter station; Members do not belong to the original reporter station.
(2) The press corps shall employ at most 9 people (members) +4 people (ministerial cadres who are assigned to the editorial department as editors and enjoy the treatment of deputy regimental level)+10 people (ministerial level: deputy stationmaster) =23 people to hold relevant positions (or related part-time jobs); Editors can occupy the total number of places, that is, editors can not be grassroots station members, but senior class members elected as alternate members.
(3) The number of full members of the press corps shall not exceed 30 at most (that is, the sum of any two full members shall not exceed 30), and the number of full members in the same session shall not exceed 15;
(4) Non-official members include special correspondents and correspondents: at most, 1 special correspondents are employed in each small category, and special correspondents in large categories are not employed (to avoid conflicts with the offices of permanent grades); The correspondent's written entrance examination for freshmen shall not exceed 5% of the total enrollment of freshmen in that year;
(5) The number of alternate members of each station is stipulated, and each station has 2-3 newly elected members at the same level;
(6) The number of alternate members who join the press corps in the same grade shall not exceed 10, except those who have been in the hospital for less than three consecutive years, that is, the number of professional interns;
(7) stipulate the number of official journalists and cadres at each station. Each station has 1 stationmaster, 1 deputy stationmaster, and there are no more than 4 official reporters;
(8) Six temporary clerks of the Youth League Committee must be members of the original reporter station, and the alternate members entering the third grade shall not be webmasters or webmasters.
(10) committee of 100's management and planning: committee of 100 refers to a press corps with more than 100 full members, members to be regularized and special personnel. The core of committee of 100 is that the press corps plans to keep its 30-member group unchanged, and the 100-member group is composed of relevant foreign technicians specially appointed according to specific work needs.
Chapter III Basic Management
Article 12 Work reports and circulars of the press corps (including discipline).
(1) Real-time work report: The three ministries and commissions timely report the achievements made in their respective jurisdictions to the instructors, and at the same time report the achievements, existing problems and improvement matters at the meeting; The staff of each station can report directly to the six major offices according to their work direction; The personnel and public relations office 2 can report directly to the deputy director in charge or directly to the instructor. (2) Specific report: All station-level cadres must submit 1 short work experience to the self-inspection ministries and commissions every semester, and clearly report the completed and unfinished work to the self-inspection ministries and commissions (the self-inspection ministries and commissions will directly decide whether to cancel their evaluation and selection), and the self-inspection ministries and commissions will put it on record and use it as one of the reference standards for nominating Committee candidates; Members of each station must submit about 500-800 words of work experience to the self-inspection ministries and commissions every semester, which will be uniformly reviewed by the self-inspection ministries and commissions and included in the evaluation content as one of the reference standards for electing members.

Article 13 Work plan and planning.
(1) According to the functions of each department, it is drafted by each department and negotiated between departments. During the drafting of the work plan report, the team leader mobilized the main members of each department to participate in the work consultation meeting; The main person in charge of each office must cooperate with the drafting work.
(2) Each department of the system must submit the departmental work plan for the new school year to the Youth League Committee before June of each year, and the head of the department will organize a meeting for unified examination and approval.
(3) Every year before September 10, a group meeting (work guidance meeting) must be held, and all departments should report the work plan to the instructor.
Article 14 Expenditure and management
(1) Budget and settlement of the annual or semester expenses of the press corps (all departments will report the required procurement and expenses to the Youth League Committee, which will be reviewed by the head of delegation and two deputy heads, and then the head of delegation will report to the instructor for unified handling. );
(2) Procurement of daily items required by the press corps (each department purchases separately or by stages according to the procurement project budget, and registers accounts with the Head of Mission for settlement in time);
(3) Self-inspection ministries supervise the use of funds by various departments. (Check the use of funds and account registration);
(4) Redistribution of adjustable funds (each department submits adjustable funds to the team leader, and the team leader and deputy team leader distribute the adjustable funds to each system, and each system can also be redistributed to specific offices; Adjustable funds refer to the difference between settlement and budget, and the positive funds of the difference will be used to fill the negative funds of the difference and make up for other extra expenses.
Article 15 Self-discipline inspection
(1) The self-inspection ministries will announce the implementation of the work of each department at the regular meeting;
(2) Any rights protection incident must be handled by the Youth League Committee and be supervised by the self-inspection ministries;
(3) The "Three Committees" have three functions. Where any system engages in individualism or arbitrary thinking and brings serious disasters or major accidents to the press corps, other systems must organize all members to participate in the discussion.
Article 16 news core work
(1) The Committee of the News Sub-committee of the Youth League Committee where the head of the delegation is located has the obligation to revise or formulate the current regulations on the press group's manuscript release process and news interview every year, and submit the plan and management regulations to the National Congress according to the actual situation every year;
(2) Self-inspection ministries have the right and obligation to directly audit the planned news work of news ministries.
Chapter IV Ability and Attitude Requirements of League Members

Chapter V General Obligations and Rights of League Members

Article 20 General rights of members.
(1) Interview the whole hospital with a reporter's work permit;

(4) Have the qualification to participate in the annual appraisal and the right to be rewarded for outstanding performance;

Chapter VI Command and Persuasion

Article 22 advise him to quit the league.

(2) Persons who are not qualified for professional courses during the tour or during the examination (if the cumulative four-year examination subjects reach 4 subjects and 5 subjects or above, it is recommended to quit the tour, and the two examination subjects are equivalent to 1 examination subjects);

(4) unable to unite with other members of the group;

(6) Due to incorrect attitude, the maintenance of press corps facilities is not in place;

Chapter VII Reward and Punishment Requirements
The implementation of the reward work belongs to the personnel department, and the implementation of the punishment work belongs to the self-inspection ministries.
Twenty-third incentives.
(1) Reward targets: active workers, innovative and pragmatic ideas, special contributors, outstanding cadres and officers, advanced departments and grassroots stations;
(2) Reward individual work independently, and each reward shall not exceed10% of the total number of people participating in the work; The work items with independent awards are mainly concentrated in group building and news, and the number of independent awards set by the whole group each year does not exceed 50% of the total number of work items;
(3) Award batch: The award list can be determined by stages according to the actual work of each semester;

Article 24 Penalties.
(1) Those who meet Article 17 and Article 18 shall be directly executed by the self-inspection ministries according to the execution procedures, and the withdrawal result shall be informed.
(2) Those who meet other conditions of the press corps or the existing conditions for withdrawing from the press corps shall be handled in accordance with the first paragraph of this article.
(3) Full members who are notified to quit the League must file their love letters, original files and handling documents for a period of 3 years.
Chapter VIII Procedures for Modifying Rules
