The "Notice" requires that all localities should rely on the national integrated government service platform to implement the mutual recognition mechanism and rules of health code information, make clear that the health code information of cross-regional migrants is credible and available in all regions, effectively facilitate people's travel and cross-provincial mobility, and realize the unified policy, unified standard, national mutual recognition and one-code communication of epidemic prevention and health codes.
The Notice makes it clear that in low-risk areas, except for special places and special personnel, health codes are generally not checked.
According to the Notice, for the elderly and other groups who do not use or operate smart phones, alternative measures can be taken, such as reading ID cards, showing paper certificates, handling by relatives and friends, or binding multiple epidemic prevention health codes by one person. Strengthen the standardized use of epidemic prevention health code data, strengthen data security management, and effectively protect personal privacy. Medical institutions above the second level should set up a green channel without health codes at the entrance, and be equipped with personnel to help inquire about epidemic prevention health codes, assist in manually completing epidemiological history surveys, shorten waiting time, and provide more detailed and appropriate services for the elderly and other groups.
1. The green code represents the health status verified by the epidemic prevention data of the national government service platform.
2. The yellow code represents the health state that the epidemic prevention data verified by the national government service platform is normal, but the on-site temperature measurement is abnormal.
3. Health status of confirmed and suspected cases verified by red team on behalf of epidemic prevention data of national government service platform.
4. There are purple codes in some areas, which belong to high-risk personnel, such as confirmed patients, suspected patients and asymptomatic infected people with positive nucleic acid test.
