Article 1 In order to ensure the needs and safety of blood for medical clinical use, protect the health of blood donors and blood users, and establish a blood donation system without compensation, these measures are formulated in accordance with the provisions of the People's Republic of China (PRC) Blood Donation Law and the actual situation of this autonomous region. Article 2 The autonomous region shall implement the system of voluntary blood donation according to law, and encourage healthy citizens aged 65, 438+08 to 55 to donate blood voluntarily within the administrative region of the autonomous region. Article 3 May 3rd every year is the voluntary blood donation day for citizens in our district. Article 4 People's governments at all levels shall lead the work of blood donation within their respective administrative areas, make unified plans, and be responsible for organizing and coordinating relevant departments to do a good job in blood donation.

The health administrative department of the people's government at or above the county level shall supervise and manage the blood donation work; Red Cross Societies at all levels shall participate in and promote voluntary blood donation according to law. Article 5 The competent department of radio and television shall publicize the voluntary blood donation. The administrative department of education shall popularize the legal knowledge and scientific knowledge of blood donation in schools. Article 6 It is advocated that state functionaries donate blood every five years; College students donate blood once during school; Soldiers donate blood once during their service. Seventh eligible citizens must go to the designated blood collection and supply institutions for necessary health examination before donating blood, and only those who pass the examination can donate blood. Eighth citizens who donate blood without compensation generally donate 200 ml each time, up to 400 ml, and the interval between two donations is not less than 6 months. Ninth blood collection and supply institutions shall issue blood donation certificates uniformly made by the health administrative department of the State Council for blood donors, and the units where blood donors work may give appropriate subsidies; If the blood donor has no unit, the blood collection and supply institution will issue appropriate subsidies or souvenirs. Tenth without the approval of the administrative department of health of the people's Government of the autonomous region, no unit or individual may engage in blood collection and supply activities. Eleventh blood collection and supply institutions must strictly abide by the relevant operating rules and systems, and be carried out by medical personnel with blood collection qualifications, using disposable blood collection equipment that meets national standards, and must be destroyed after use.

Blood collection and supply institutions must test the collected blood to ensure the quality of blood; Shall not provide medical institutions with blood that has not been tested or failed to pass the test; The detection, separation, packaging, storage and transportation of blood must meet the hygienic standards and requirements stipulated by the state. Twelfth in order to ensure the emergency use of blood, medical institutions can temporarily collect blood, but should ensure the safety of blood collection in accordance with the provisions of these measures. Thirteenth it is forbidden to illegally organize others to sell blood or hire others to donate blood under an assumed name; Blood donated without compensation must be used for clinical purposes and may not be bought or sold.

It is forbidden to forge, alter, lease, buy, sell or lend the Certificate of Free Blood Donation. Fourteenth in order to protect the rights of citizens who voluntarily donate blood, the system of combining blood donation with blood use is implemented. Citizens who donate blood without compensation shall enjoy the following rights to use blood with their blood donation card and ID cards:

(1) If I need blood for clinical medical treatment, I can use 5 times the amount of blood donated for free within 5 years, and I can use the same amount of blood donated for free after 5 years; Those who donate more than 1000 ml can use blood for free for life;

(2) If the spouse, children, parents and other immediate family members of unpaid blood donors need blood for clinical use in their place of residence, they can use the same amount of blood donated without compensation within 5 years;

(3) Citizens who voluntarily donate blood may use the same amount of blood for free if their blood fails to pass the test. Fifteenth citizens who need blood for medical treatment and clinical use shall pay the fees for blood collection, storage, separation and testing. Specific charging standards shall be implemented in accordance with relevant state regulations. Sixteenth emergency patients need blood for medical clinical use, medical institutions should provide the required blood first, and the patients and their families or units should go through the relevant blood use procedures. Seventeenth medical institutions shall collect blood from blood collection and supply institutions designated by the administrative department of health, and strictly abide by the blood storage management system.

Medical institutions shall verify blood for medical clinical use in accordance with state regulations. Blood that has not been verified or does not meet the standards prescribed by the state shall not be used for medical clinic. Eighteenth medical institutions shall, in accordance with the technical specifications of blood transfusion, follow the reasonable and scientific principles, actively promote component blood transfusion and self-transfusion, and shall not waste or abuse blood. Nineteenth in violation of the provisions of these measures, one of the following acts, shall be banned by the administrative department of health of the people's government at or above the county level, confiscate the illegal income, and may impose a fine of one hundred thousand yuan; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(1) illegally collecting blood;

(2) Blood collection and supply institutions and medical institutions sell blood donated without compensation;

(3) illegally organizing others to sell blood. Twentieth blood collection and supply institutions in violation of relevant operating rules and systems to collect blood, the health administrative department of the people's government at or above the county level shall order it to make corrections; Damage to the health of blood donors shall be compensated according to law, and the directly responsible person in charge and other directly responsible personnel shall be given administrative sanctions according to law; If a crime is constituted, criminal responsibility shall be investigated according to law. Article 21 If the packaging, storage and transportation of blood for clinical use do not meet the hygienic standards and requirements stipulated by the state, the health administrative department of the people's government at or above the county level shall order it to make corrections, give it a warning and may impose a fine of less than 1 10,000 yuan.
