From June 5438 to February 2020, the General Office of National Health Commission issued the Training Program for Grassroots Personnel in the Pilot Area of Social Psychological Service System Construction, focusing on the psychological service ability and service quality of grassroots personnel, providing training for grassroots medical and health institutions staff, neighborhood committees, grid workers, police officers, civil servants, full-time disabled people, community rescue stations and vocational rehabilitation stations, schools, enterprises and institutions, social organizations and other grassroots personnel, teachers, and social organizations.
In order to actively promote the construction of community psychological service talents, alleviate the shortage of community psychological service talents, improve the professional level of community psychological service, and help the construction of social psychological service system, the Community Work Committee of China Social Work Federation launched the "Community Psychological Service Instructor" training program according to the actual needs of grassroots social psychological services and integrating domestic multi-party psychological services and other expert resources.

What is a "community psychological service instructor"?
Community psychological service instructors are professionals who rely on urban and rural communities to carry out social psychological services. They take the community as the main service field, and take the community residents, especially the needy, the elderly, the children in distress, the community corrections personnel, the families who have lost their families and the drug addicts in the community as the service objects, and provide comprehensive social psychological services such as psychological science popularization, psychological consultation, psychological assistance, conflict mediation, crisis intervention assistance and community psychological and cultural activities, so as to shape self-esteem and self-confidence.

Why do you want to be a community psychological service instructor?
Community mental health service plays an important role in responding to public health events, building social psychological service system and innovating grassroots social governance, and the demand is extensive and urgent. More than 630,000 urban and rural communities in China urgently need a professional community psychological service team.
1. The situation of mental and psychological problems in China is grim.
In China, 16%- 17% people suffer from various mental and psychological problems, and the disease burden caused by mental and psychological problems accounts for 13% of the burden of non-communicable diseases, which has become a major public health problem, social problem and people's livelihood problem affecting China's economic and social development.
2. Under the control of normalized epidemic situation, individual psychological and social psychological problems need urgent attention.
Some COVID-19 patients, isolated persons and their families, families of the deceased, recovered patients and their families, families with special difficulties affected by the epidemic, front-line community workers and families of medical staff have accumulated serious psychological problems, and there are hidden social risks. General community residents are also prone to various psychological problems.
3. Establish a community-based psychological counseling and social work service network.
On April 8th, the State Council issued the "Psychological Counseling and Social Work Service Plan for COVID-19 Patients, Isolated Persons and Their Families" aiming at the joint prevention and control mechanism of COVID-19 epidemic, which clearly stated that "the community should be the main position, and a psychological counseling and social work service network should be established to provide services such as emotional counseling, psychological counseling, resource linking, difficult rescue and social support network repair, so as to improve the community environment, restore community order, promote grassroots community governance and create a healthy and upward community atmosphere.
Recently, the "Implementation Outline of Building a Society Ruled by Law (2020-2025)" issued by the Central Committee of the Communist Party of China clearly pointed out: "Improve the social psychological service system, guidance mechanism and crisis intervention mechanism, establish and improve grassroots social psychological service workstations, and develop social psychological service talents such as psychologists and social workers."
