1. Any unit that purchases and imports high-risk non-cold chain container goods from outside Jining must register and declare in the "Non-cold chain module of Shandong cold chain epidemic prevention and control management system" 24 hours before the goods arrive at the destination. If imported containers are directly loaded and unloaded in the local area without unpacking, nucleic acid detection should be carried out under the guidance of the disease control department before unloading. If the test result is negative, the container handle, internal and external walls, goods packaging and transportation tools should be disinfected preventively. If the test result is positive, it shall be classified and disposed of according to relevant regulations after being judged by the disease control department.
Effective disinfection records and certificates shall be provided for container goods entering the local area through domestic transportation, railway, express delivery and other modes of transportation. If it cannot be provided, comprehensive preventive disinfection should be carried out under the guidance of the disease control department. Strictly implement the requirements for claiming certificates, tickets and incoming goods inspection records, failing to report, failing to carry out nucleic acid testing according to regulations and failing to provide disinfection certificates, all units that use, sell and transport without authorization shall be shut down for rectification and severely punished according to law.
Two, imported high-risk non-cold chain container cargo transportation shall not be mixed; Products should be stored in special warehouses or effectively physically isolated. Units that purchase imported high-risk non-cold-chain container goods shall not mix them with other goods, nor sell and deliver them to the outside world before completing sampling and obtaining the report of nucleic acid detection results; Storage, transportation, management and other links shall be handled by special personnel, and personal protection shall be strictly enforced. Counter sales must be implemented in commercial and sales links, and mixed sales with other commodities are not allowed; Consumers register with their real names or scan codes to pay for sales, ensuring the traceability of the whole process.
Third, strictly implement personal protection and regular nucleic acid detection measures for employees engaged in cargo handling and container cleaning and disinfection, establish employee health status ledger and risk exposure information reporting system, and implement prevention and control measures such as registration, temperature measurement, disinfection and health code inspection. It is strictly forbidden to work in spite of illness; All levels should strictly supervise the relevant personnel to carry out 2 nucleic acid tests every 7 days to achieve "full inspection".
Fourth, units and individuals involved in the transportation, storage, processing, sub-packaging and sales of imported high-risk non-cold chain container goods must establish purchase ledgers and wholesale sales ledgers, do a good job in cleaning, disinfection and environmental remediation of goods storage and transshipment areas, means of transport, goods packaging and other related articles and appliances according to regulations, and establish and improve work ledgers.
5. People who come into contact with imported high-risk non-cold chain container goods should be equipped with disposable gloves, wash their hands in time and avoid touching their nose, mouth and eyes with their hands; The outer packaging of imported non-cold chain container goods should be disinfected consciously.
6. If the high-risk non-cold chain cargo containers imported from other provinces into Shandong have not been unpacked, the unit responsible for unpacking operations shall be the first station responsible person, and the main responsibilities such as filing in advance and disinfection shall be implemented; If the box has been unpacked, the receiving unit shall check the disinfection certificate carried with the vehicle; If the disinfection certificate cannot be provided or the certification materials are incomplete, the receiving unit shall temporarily seal it up, report it to the local non-cold chain working institution, and organize preventive disinfection and nucleic acid detection on the spot. Enterprises receiving imported non-cold chain container goods must stand for 10 days after unpacking and before putting into use.
7. Those who fail to truthfully declare the information of imported products, report in advance, carry out preventive disinfection of imported container goods, carry out preventive disinfection of empty containers before loading operation, carry out operations in accordance with relevant disinfection technical specifications, fail to achieve disinfection effect, fail to provide certificates or records of disinfection treatment of imported container goods, and fail to stand as required for imported non-cold chain container goods will be suspended for rectification, publicly exposed, incorporated into the integrity system and jointly punished; Those who cause the epidemic to spread shall be investigated for criminal responsibility according to law.
Eight, the import of high-risk non-cold chain container goods by rail transport, import container consignment, transshipment enterprises and carrier enterprises should closely cooperate, in the railway freight waybill "shipper's remarks column" and "carrier's remarks column" marked "Central Europe or Central Asia train goods". The consignee of imported goods shall implement the main responsibility of enterprise epidemic prevention and control, register the report in the "non-cold chain module of Shandong cold chain epidemic prevention and control management system" as required, and take the initiative to show the report information when picking up the goods.
