What conditions do people who buy affordable housing need? Why?

A: Low-and middle-income families who meet the following conditions can apply for the purchase of affordable housing: 1. The average annual household income conforms to the standard line of the average annual income of low-and middle-income families designated by the people's governments of districts and cities (generally, the standard line is determined by multiplying the average annual disposable income of urban residents published by each district and city by the coefficient less than 1); 2. Have a local city account; 3. Families with housing difficulties who have no housing or whose current housing area is lower than the standard set by the Municipal People's Government (generally lower than15m2/person); 4, other conditions stipulated by the Municipal People's government.

This is determined by the nature of affordable housing. Affordable housing is a policy-oriented housing that is provided by the government with preferential policies, limited construction standards and sales prices, and sold to low-and middle-income families. The object of affordable housing security is low-income families. The purpose is to meet their basic housing needs and solve their housing difficulties. Therefore, it is necessary to clearly define the income and housing difficulties of low-income families applying for affordable housing. At the same time, in order to standardize the sales order of affordable housing and accurately grasp the applicant's housing and income status, the applicant is required to have a local urban hukou.

Seventeen, which people and families can not apply for the purchase of affordable housing?

A: Individuals and families who meet one of the following conditions cannot apply for purchasing affordable housing: 1. The per capita annual income of a family exceeds the standard line of the per capita annual income of low-and middle-income families designated by the people's government of a city divided into districts;

2, the family per capita housing area 15 square meters or more;

3. Persons without local urban hukou;

4 individuals and families involved in raising funds to build houses;

5 individuals and families who have purchased affordable housing;

6. Persons and families who have participated in housing reform and house purchase (including those who have participated in housing reform and house purchase in other places);

7. Housing owned by individuals and families rewarded by the government or units.

Eighteen, who will determine the purchase of affordable housing applicants?

A: A combination of government appraisal and mass appraisal is adopted. In accordance with the prescribed procedures, the qualification of the applicant to purchase affordable housing is finally determined by the unit appraisal, the three-level audit of the neighborhood Committee (community), the district government and the municipal government, and three publicity lists.

What are the procedures for purchasing affordable housing? How to operate?

A: Under the premise of openness and fairness, the procedures for purchasing affordable housing are formulated in accordance with the principles of "individual truthful application, community mass appraisal, real estate sector management, strict government review, step-by-step publicity, classification and sequencing, public supervision, and illegal operation must be corrected". The specific operation steps are as follows:

1. The applicant fills in the Application Form for Qualification Appraisal of Affordable Housing Purchase, truthfully declares the family population, income and living conditions, and applies to the neighborhood committee (community) of the place of residence for appraisal.

2. The neighborhood committee (community) entrusts the applicant's work unit (the entrusted residents' group without work unit) to conduct mass appraisal on the applicant's declaration and make appraisal conclusions. Those who meet the purchase conditions will be posted in the applicant's work unit and residence after being audited by the neighborhood Committee.

3. The neighborhood committee (community) will report the publicity results to the District People's Government, which will organize the applicant to fill in the application form for house purchase, and timely entrust the neighborhood office of the applicant's residence to organize investigation, evaluation and audit. District government audit results, posted in the street office publicity.

4. The District People's Government shall report the qualified applicants to the Municipal People's Government, and the Municipal People's Government shall promptly entrust the municipal real estate administrative department to investigate and verify. City real estate administrative departments to complete the verification, approved by the Municipal People's government, the results announced to the public on the government website and local media.

5. If there is no complaint or the complaint is untrue after investigation and verification, and it meets the purchase conditions of affordable housing, the real estate administrative department shall issue a notice of affordable housing to the applicant and report it to the municipal government for the record.

6. The Municipal People's Government shall classify families who have received the notice of lottery according to their age, housing difficulty and other prescribed conditions, and determine the distribution ratio of various types of housing.

7. The real estate administrative department shall classify and publicly shake the number according to the total amount of houses and the proportion of categories, and the notary office shall conduct on-site supervision and live TV broadcast to determine the purchase order of eligible families.

8. The real estate department issued a notice of purchase of affordable housing to the Yaohao family, and indicated the area standard that can be purchased, and reported it to the municipal government for the record.

9. Families who have been notified to purchase houses shall purchase houses in turn within the specified time according to the order of purchase.

Twenty, affordable housing buyers are organized by the residence or residence neighborhood committee review publicity?

A: Applicants who purchase affordable housing are reviewed and publicized by the neighborhood committee of their place of residence. With the advancement of urbanization, population mobility is large, and some residents' household registration does not match their place of residence. As the applicant does not live in the domicile, the neighborhood committee of the domicile does not know about its personnel, income and housing. The neighborhood Committee of the place of residence knows the situation better because the applicant lives in the jurisdiction. Therefore, it is convenient for residents' neighborhood committees to evaluate and publicize the applicants, so as to grasp the real situation, accurately define whether they meet the qualifications for buying houses, and ensure that truly eligible low-and middle-income families can buy affordable housing.

Twenty-one, low-income families according to the average number of households or according to the actual average population declaration? Once the affordable housing is purchased, can all employees enjoy the conditions of purchasing affordable housing regardless of whether they live separately in the future?

A: It should be declared according to the average level of the actual permanent population with legal support or dependency relationship, local urban hukou and living together for a certain number of years. Once purchased, all registered personnel at the time of declaration, regardless of whether they live separately in the future, can not buy affordable housing again. Because at the time of declaration, all family members have been included in the calculation of per capita annual income and per capita housing area, and they have all enjoyed a set of guaranteed policy housing, so they can no longer enjoy the conditions for purchasing affordable housing.

Twenty-two, how to prevent corruption that may occur in the process of purchasing affordable housing? How to truly embody openness, fairness and justice?

A: In order to ensure the openness, fairness and justice of the purchase process of affordable housing and prevent possible corruption, we should do the following work well.

1. Strengthen publicity and education. First, by holding a press conference, we will increase the publicity of the significance, purpose, role and policies of actively promoting the construction of affordable housing, so that the broad masses of the people can understand this work, be familiar with relevant policies, supervise the implementation of relevant regulations, and consciously abide by relevant regulations. Second, through training courses, improve the policy level of the leaders in charge of the government and the heads of relevant business departments, improve the understanding, execution and operation ability of "Several Opinions of Jiangxi Provincial People's Government on Actively Promoting the Construction of Affordable Housing and Improving the Low-rent Housing System", and prevent the policy from being out of shape, ineffective implementation and biased operation. Thirdly, through theoretical discussion, this paper discusses why affordable housing, as a guaranteed policy housing, can't be listed, and how to strengthen management, so that everyone can understand that the purchase of affordable housing by families with the ability to buy commercial housing is not only not conducive to the establishment of a scientific and reasonable housing supply system, but also economically uneconomical for the buyers themselves.

2. Strengthen procedural supervision. Determine the applicant's purchase qualification in strict accordance with the procedures stipulated in Several Opinions. If the application is not handled according to the procedure, or the procedure is vacant, the determined object is invalid.

3. Strengthen supervision by the masses. First, fully mobilize the masses to comment on the applicant's family population, family income, housing situation and actual living standards. The second is the openness of government affairs. Through the publicity of three lists, the masses are encouraged to supervise the work of the government and business departments. The third is to smooth the channels of complaints and reports to ensure that the people's supervision rights are implemented.

4. Strengthen administrative supervision. First, governments at all levels should strengthen supervision and supervision over the administrative work of relevant competent departments. Second, the supervision department should establish a long-term mechanism to supervise the administrative efficiency of the government and related business departments, so that violations must be investigated and mistakes must be corrected.

5. Serious accountability. To promote the construction of affordable housing and improve the low-rent housing system into the scope of government target management assessment, the implementation of the mayor responsibility system, at the same time to implement the responsibility of the competent business departments, dereliction of duty, fraud and other adverse effects in the work to seriously investigate the responsibility of the responsible person.

Twenty-three, in the qualification examination of affordable housing applicants, what are the division of labor and responsibilities of unit leaders, street leaders, housing management department leaders and supervision departments?

A: When examining the qualifications of buyers of affordable housing, if the applicant has a work unit, the neighborhood committee (community) will entrust the unit to evaluate the applicant, and the work unit will issue opinions, and the leaders of the work unit will be responsible for the authenticity of the opinions issued by the unit. If the applicant has no work unit, the neighborhood committee (community) of the place of residence shall entrust the residents' group to evaluate the applicant, and the neighborhood committee shall review the evaluation results, and the leaders of the neighborhood committee (community) shall be responsible for the authenticity of the review opinions issued by the neighborhood committee (community). The housing management department shall investigate and verify the family population, income and housing situation applying for affordable housing, report to the Municipal People's Government for approval, and publicize eligible families on government websites and local newspapers. The leadership of the housing management department is responsible for investigating and verifying the authenticity of the situation in this department. The regulatory authorities should strengthen the supervision in the process of examining and identifying the qualifications for purchasing affordable housing, and conduct spot checks on the applicant's work unit, neighborhood committees (communities), neighborhood offices, district governments and real estate management departments. So as to prevent and contain corruption. Seriously investigate and deal with violations of the relevant provisions of the construction of a clean government in the process of qualification examination, and strictly investigate the responsibility. The supervision department arranges once a year to supervise the administrative efficiency of the qualification examination of affordable housing purchase and whether the households change the nature of use, and informs the monitoring results.

24. What supporting policies are there for eligible low-and middle-income families to purchase affordable housing?

Answer: 1. Affordable housing is sold at a government price limit, and the sales price shall not be higher than the maximum price announced by the government, so that eligible low-and middle-income families can obtain price concessions far lower than the price of the same type of commercial housing in the same location. 2. Give priority to housing provident fund personal housing loans to low-and middle-income families who purchase affordable housing, and give preferential policies such as lowering the entry threshold and reducing the down payment ratio. Specific policies shall be formulated by each district and municipal government. 3 individuals who purchase affordable housing apply for loans from commercial banks, and the loan interest rate shall be implemented according to the commercial individual housing loan interest rate of the same period and grade published by the People's Bank of China, and shall not rise.

25. What are the specific policies for the use of housing provident fund to favor low-and middle-income families?

A: It is planned to formulate a policy of tilting the housing provident fund to low-and middle-income families. The specific considerations are as follows: 1. Intensify the collection, strive to improve the coverage of housing provident fund, increase the collection, further expand the coverage, and actively promote the housing provident fund system among non-public economic organizations, qualified migrant workers, urban individual industrial and commercial households, and freelancers, so that more people can enjoy the preferential policies of housing provident fund. 2. Innovate the mechanism to meet the housing demand of low-and middle-income families for housing provident fund (1) and lower the threshold. Due to the reasons of the unit, and with the consent of the workers' congress and the approval of the local provident fund management Committee, if the deposit ratio is reduced and it has been paid continuously for more than 6 months, the depositor shall be given the qualification of individual housing loan. (2) Reduce the down payment ratio. For those who meet the loan conditions, the purchased housing is affordable housing or second-hand housing and the per capita living area does not exceed the local average level, the down payment ratio of the loan can be reduced. (3) Use the paid provident fund to offset the loan repayment preference every month. In order to reduce the repayment burden of individual housing loans for low-and middle-income families, where conditions are ripe, low-and middle-income workers and their immediate family members can pay monthly housing provident fund to offset the repayment amount of individual housing loans. (4) Loan discount. For low-and middle-income families who pay off their personal housing loans on time, the provident fund management center can extract some value-added income for subsidies to reduce the interest burden of these employees. 3. Improve the operation level of housing provident fund and provide more supplementary funds for the construction of low-rent housing for the city government. The above is only a preliminary consideration, and the formal policy has to be further demonstrated and approved by the government in order to be implemented as soon as possible.

Twenty-six, participated in the housing reform of low-income families can also apply for the purchase of affordable housing? Why?

A: Low-and middle-income families who have participated in the housing reform can no longer apply for the purchase of affordable housing. Because the families who have participated in the housing reform have been given preferential treatment and subsidies in housing by the government once, they can no longer apply for affordable housing and enjoy the preferential treatment and subsidies provided by the government for the second time. And because housing reform can be listed, affordable housing is not allowed to be listed. Under normal circumstances, the preferential treatment of housing reform is greater than that of affordable housing.

Twenty-seven, the purchase of affordable housing can directly enter the real estate market? Why?

A: Affordable housing purchased by low-and middle-income families is not allowed to directly enter the real estate market. Because the land for affordable housing is supplied by the government through administrative allocation, according to the Urban Real Estate Management Law promulgated by the National People's Congress, the land use right obtained through administrative allocation cannot be directly listed and traded. Because the land of affordable housing is allocated by the administration and actually invested by the government, affordable housing is a kind of low-rent housing with incomplete property rights, which can only be used for affordable housing consumption of low-and middle-income families. If affordable housing can be listed and traded, it will become a commodity housing with full property rights, and the supply target will also become non-middle and low-income families, which will substantially change the nature of housing use and cause new social injustice. Therefore, affordable housing is not allowed to enter the market directly. Due to the improvement of living conditions, families wishing to sell affordable housing must be purchased by the government at the price of affordable housing at that time.

28. Can affordable housing be rented? Open a shop?

A: No. Affordable housing is an affordable policy housing built by the government to solve the housing difficulties of eligible low-and middle-income families. It can only be used to solve the self-occupation needs of eligible low-and middle-income families. If it is used for renting or opening a store, it will change the nature of the use of affordable housing and change the original intention of the government to build affordable housing, so it is not allowed.

29. Can affordable housing be inherited?

A: Family members who have been included in the calculation of per capita annual income and per capita housing area when applying for affordable housing can inherit the property rights of affordable housing according to law and enjoy the right to live at the same time. Other family members who are heirs can inherit the property rights of affordable housing according to law, but they cannot inherit the right to live. In other words, the property rights of affordable housing obtained by other family members according to law cannot be used for their own residence, and can only be inherited by the government after acquisition.

Is there property management in the affordable housing community? How to collect property management fees reasonably?

A: Property management should be implemented in the affordable housing community. Property management is mainly to maintain, maintain, clean and protect the houses, supporting facilities and related sites in the community, with the aim of creating a civilized, safe, clean and convenient living environment for residents. The affordable housing community should not only be built, but also managed well, so that ordinary people can really live comfortably, feel at ease and rest assured. According to the Regulations of Jiangxi Provincial Planning Commission and Jiangxi Provincial Construction Department on Printing and Distributing the Measures for Charging Property Management Services in Jiangxi Province (No.766 [2003] of Jiangxi Province), the charging standard for property management fees in affordable housing communities is 70% of that of similar commercial houses.

Thirty-one, what is the exit mechanism of affordable housing? Can it be used for low-rent housing after government repurchase? Can it be used for second-hand houses? Which is the management department?

A: The exit mechanism of affordable housing is: affordable housing shall not be listed, leased or sold without authorization, and shall not be used for non-residential purposes such as commercial operation and warehousing. If it needs to be sold, it must be purchased by the government at the price of affordable housing at that time. The affordable housing repurchased by the government can still be used as affordable housing or low-rent housing. The management department of affordable housing is the real estate department.

Thirty-two, the investment function of affordable housing?

A: Affordable housing has no investment function. Because affordable housing can't be listed and traded, can't be rented for profit, and can't be sold without authorization. If it needs to be sold, it can only be repurchased by the government according to the then affordable housing price. Affordable housing can not change the nature of use, can not open stores, can not be used for commercial purposes. It can be seen that affordable housing can only be used for self-occupied housing consumption. It is a consumer product and does not have any characteristics of investment products, so it cannot be used for investment and has no investment function.

What is the difference between affordable housing and ordinary commodity housing?

A: Although both affordable housing and ordinary commodity housing are small and medium-sized houses with a building area of less than 90 square meters for ordinary people, there are great differences in terms of supply targets, construction methods, supply methods, essential attributes and use properties, mainly in the following aspects:

1. Provide affordable housing to eligible low-and middle-income families. The supply targets of ordinary commercial housing are mainly non-low-income families and other families with purchasing power.

2. Generally, the government directly organizes the construction of affordable housing, and it can also conduct project legal person bidding in the way of government organization and market-oriented operation of enterprises, and select qualified developers for construction. Ordinary commercial housing must be built through market operation.

3. The land for affordable housing is supplied by the government in the form of administrative allocation according to laws and regulations, and the land for ordinary commodity housing is supplied in the form of market competition in strict accordance with the relevant provisions of "bidding, auction and hanging".

4, affordable housing construction and sales related costs can be reduced according to law. Fees in the construction and sales of ordinary commercial housing cannot be reduced or exempted.

5. The sales price of affordable housing is determined by the local government according to the highest price approved by the provincial government. The price of ordinary commercial housing is determined by developers according to the law of market value.

6, affordable housing supply object according to the prescribed procedures, to determine the principle of combining mass appraisal, social supervision and government approval. The supply target of ordinary commercial housing is all families and people who have the ability to buy houses.

7. Affordable housing is a policy-oriented housing for low-and middle-income families, and each family and personnel can only buy one set and enjoy one discount. Ordinary commodity housing is non-policy housing, and families and people with purchasing power are not limited to purchase, only one set and one time.

8. Affordable housing can only be used for the purchase of family and personal consumption, and may not be rented or lent to others for living, nor may it be used for non-residential purposes such as commercial operation and warehousing. Ordinary commercial housing can be used for rent.

9. Affordable housing has only residential and consumption functions, but no investment function, so it cannot enter the real estate market. If it needs to be sold, it can only be purchased by the government according to the then affordable housing price. Ordinary commodity housing has dual functions of residential consumption and investment, and can enter the real estate market to realize appreciation.

Thirty-four, the county should also build affordable housing? What are the main policy requirements?

A: All counties should also build affordable housing. The organization and implementation of affordable housing construction and low-rent housing system in counties (cities) shall be organized and implemented by the people's governments of districts and cities according to the Opinions of Jiangxi Provincial People's Government on Actively Promoting the Construction of Affordable Housing and Improving the Low-rent Housing System.

35. What is a low-rent house? How to develop low-rent housing?

A: Low-rent housing system is a housing system that the government provides social security to families who meet the minimum living standard of urban residents and have housing difficulties through housing rental subsidies, physical distribution of rents, rent reduction and exemption, etc. The development of low-rent housing must do the following work:

1, according to the number of low-rent housing objects determined by the government, determine the total amount of low-rent housing funds needed, and raise low-rent housing funds through multiple channels. If the funds raised are insufficient, the difference will be made up by financial arrangements.

2. Solve low-rent housing through multiple channels to ensure that the lowest-income families who meet the conditions of low-rent housing can live in low-rent housing.

3, establish and improve a reasonable access and exit mechanism, according to the income changes of families enjoying low-rent housing security, timely adjust their qualifications, methods and quotas.

4. With the growth of the government's financial resources, timely adjust the access standards for those who enjoy low-rent housing and continuously expand the coverage.

Thirty-six, the government low-cost housing funds by which parts?

A: The government's low-rent housing fund consists of the following parts: 1. The funds extracted from the net income of land transfer shall not be less than 5%; 2, housing provident fund value-added income in accordance with the provisions of the extraction of low-cost housing supplementary funds; 3, social donations for low-cost housing funds and other channels to raise funds; 4, the budget arrangement of low-cost housing supplementary funds.

Thirty-seven, low-cost housing consists of what parts?

A: The supply of low-rent housing consists of the following parts: 1, and the government directly manages the part of public housing that can be used for low-rent housing; 2, set aside a certain proportion of affordable housing for low-cost housing; 3, the acquisition of some second-hand housing for low-cost housing; 4, the acquisition of a part of eligible vacant commercial housing for low-cost housing; 5, the appropriate construction of a small number of low-rent housing area.

Thirty-eight, how to determine the supply conditions of low-rent housing?

Answer: The target of low-rent housing supply is the families with housing difficulties among the lowest income families in cities and towns. Details are as follows:

1, the applicant family is the family enjoying the minimum living guarantee;

2. Housing difficulties for families with a per capita housing area of less than 6 square meters (the standards for districts and cities with conditions can be appropriately relaxed);

3. The applicant's family members must have a local city hukou;

4. There is a legal relationship of support, support or maintenance between family members;

5 other standards stipulated by the low-cost housing policy in various districts and cities. The applicant shall submit a written application to the neighborhood office or the Township People's Government of the place of residence, and provide the following application materials; 1, the minimum living guarantee certificate issued by the civil affairs department, and the rescue certificate or income certificate issued by the relevant units recognized by the government; 2, apply for family members of the unit or residence issued by the street office of the current housing certificate; 3. Apply for family members' ID cards and accounts; 4. Other supporting materials required by the local government or real estate management department; If the applicant is not the head of the household, a written power of attorney signed by other family members with full capacity shall also be issued.

39. Can low-rent housing be subletted by itself?

A: Low-rent housing cannot be subletted by itself. Because low-rent housing is a social security housing provided by the government to families who meet the minimum living standard in cities and towns and have housing difficulties, the government subsidizes it. If the tenant of low-rent housing wants to withdraw from low-rent housing, the local real estate administrative department should take back the rented low-rent housing.

Forty, what is the management department of affordable housing and low-rent housing?

A: The Provincial Construction Department is responsible for the guidance and coordination of the province's affordable housing construction and low-rent housing system; The administrative departments of affordable housing and low-rent housing of the people's governments of cities and counties are the administrative departments of real estate of cities and counties. At the same time, the competent departments of development and reform, finance, land and resources, civil affairs, prices, supervision, taxation, industrial and commercial administration and financial institutions of the people's governments at or above the county level shall, in accordance with the division of responsibilities, cooperate with each other to do a good job in the related work of affordable housing and low-rent housing. Neighborhood committees (communities), neighborhood offices and district governments shall cooperate with the city and county real estate departments to do a good job in the investigation and examination of the declared objects.

Forty-one, why should we establish the mayor's target management responsibility system for building affordable housing and developing low-rent housing?

A: Actively promoting the construction of affordable housing and improving the low-rent housing system is an inevitable requirement for building a harmonious society, a concrete manifestation of building the party for the public and governing for the people, an important measure taken by the provincial party committee and government to solve the housing difficulties of low-and middle-income families and the lowest-income families, and the responsibility of the municipal and county people's governments. In order to make governments at all levels and relevant departments effectively take responsibility and strengthen leadership, so that low-and middle-income families who meet the requirements and urgently need to buy affordable housing can afford and live in basic housing, and it is also convenient for the provincial government to assess the practical work of each district and municipal government for the people. Therefore, it is necessary to promote the construction of affordable housing and improve the low-rent housing system into the scope of government target management assessment, and implement the responsibility system for mayors of districts and cities. At the beginning of each year, the provincial government signed a letter of responsibility with each district and municipal government, and at the end of the year, organized the construction, development and reform, finance, land and resources, supervision and other relevant departments to conduct assessment, so as to ensure the quality and quantity of the target, be open, fair and just, and win the trust of the people.

Forty-two, the provincial government and the municipal government signed a letter of responsibility, which responsibilities are mainly implemented?

A: Our province will promote the construction of affordable housing and improve the low-rent housing system into the scope of government target management assessment, and implement the responsibility system for mayors of districts and cities. At the beginning of each year, the provincial government and the municipal government signed a letter of responsibility, and organized the construction, development and reform, finance, land and resources, supervision and other relevant departments for assessment at the end of each year. The signing of the responsibility book is mainly to enable the municipal government to effectively implement the following responsibilities:

1, strictly control the total development of local commercial housing. We will earnestly safeguard the legitimate interests of consumers and investors, maintain a basic balance between supply and demand in the real estate market, maintain a basically reasonable structure and basically stable prices, and promote the standardized, orderly and healthy development of the real estate market.

2. Clearly implement the total amount of local affordable housing construction, implement preferential policies for affordable housing, strictly implement the standards for affordable housing construction, strictly limit the price of affordable housing, reasonably determine the standard line of per capita annual income of low-and middle-income families applying for affordable housing, steadily expand the coverage of low-rent housing, and gradually make eligible low-and middle-income families who urgently need to buy affordable housing affordable and live in basic housing, so that the lowest-income families can live in low-rent housing and effectively protect the interests of vulnerable groups.

3. Effectively improve the procedures for application, approval, purchase and withdrawal of affordable housing, strictly review the supply targets of affordable housing, strengthen supervision of all aspects of affordable housing management, ensure openness, fairness and justice, and ensure that the implementation of affordable housing policies is not distorted or biased.

Forty-three, promote the construction of affordable housing and improve the low-rent housing system, what are the supporting implementation details?

A: It is a systematic project to promote the construction of affordable housing and improve the low-rent housing system. In order to further improve relevant policies, standardize working procedures, clarify technical standards, and earnestly do a good job in the construction and management of affordable housing and low-rent housing, our province will also introduce the following supporting measures: (1) Standards for planning, design, construction and property management of affordable housing; (two) the detailed rules for the implementation of low-cost housing management; (three) the application, approval, purchase and withdrawal of affordable housing program guidance; (4) preferential policies for the construction of affordable housing and support policies for low-and middle-income families to purchase affordable housing.

Forty-four, the construction of affordable housing, the development of low-rent housing is only one year? Or do it for a long time?

A: It is a long-term task to implement the spirit of the Sixth Plenary Session of the 16th CPC Central Committee and vigorously promote the building of a harmonious socialist society. It is also a long-term task of governments at all levels to actively promote the construction of affordable housing in the province, continue to improve the low-rent housing system, so that low-and middle-income families who meet the requirements and urgently need to buy affordable housing can afford and live in basic housing, and let the lowest-income families live in low-rent housing. It can be said that low-income families and lowest-income families exist objectively in a long historical stage, but with the development of economy and society, the criteria for division will be adjusted and the proportion will be less and less. But as long as they exist objectively, the government has the responsibility to pay attention to them and help the disadvantaged groups solve the housing problem. Therefore, the construction of affordable housing and the development of low-rent housing will continue for a long time.
