Regulations of Harbin Municipality on the Safety Protection of Urban Sanitation Workers

Article 1 In order to strengthen the safety of urban sanitation workers, these Regulations are formulated in accordance with the Labor Law of People's Republic of China (PRC), the Law of the People's Republic of China on Road Traffic Safety, the Law of People's Republic of China (PRC) on Work Safety and other laws, combined with the actual situation of our city. Article 2 These Regulations shall apply to the built-up areas of this Municipality and other areas designated by the Municipal People's Government for the implementation of urban environmental sanitation management. Article 3 The term "sanitation workers" as mentioned in these Regulations refers to those who engage in city appearance and environmental sanitation operations such as cleaning, cleaning, removing feces, collecting and transporting garbage, etc. in public places such as urban roads, squares and bridges. Article 4 The safety work of sanitation workers shall adhere to the principles of unified leadership, division of responsibilities, safety first and prevention first. Article 5 The Municipal People's Government shall be responsible for organizing the implementation of these Regulations.

The competent administrative department of urban environmental sanitation (hereinafter referred to as the sanitation department) is responsible for the organization and management of the safety and security of sanitation workers.

Public security traffic management, finance, human resources and social security, transportation, health and family planning, production safety supervision and management, urban management administrative law enforcement and other administrative departments shall strengthen cooperation and be responsible for the safety and security of sanitation workers according to their respective duties. Article 6 The people's governments of cities, districts and counties (cities) shall guarantee the special funds for sanitation operations in accordance with the relevant provisions of the state.

Environmental sanitation operation units should increase the investment in mechanized operation facilities and equipment, reduce the labor intensity of environmental sanitation workers, and improve the operation efficiency and safety factor. Seventh radio, television, newspapers and other media should carry out environmental health publicity, and advocate the public to respect the labor achievements of sanitation workers. Expose uncivilized behaviors such as littering, random dumping, littering, spitting and littering by pedestrians along the street.

Sanitation, public security and traffic management departments should adopt various monitoring methods to obtain illegal evidence materials that damage urban environmental sanitation according to law and expose them through the media. Article 8 Any unit or individual shall respect the labor achievements of sanitation workers, and shall not interfere with the safety of sanitation operations, and shall have the right to report acts endangering the safety of sanitation operations. Ninth city sanitation department shall, according to the actual situation of our city, formulate safety standards for sanitation operations and organize their implementation.

District, county (city) environmental sanitation departments and environmental sanitation operation units shall, according to the environmental sanitation operation safety norms, formulate relevant systems for environmental sanitation operation safety guarantee and organize their implementation.

Safety standards for sanitation operations should include education, training, protection, organization and management of sanitation workers' safety operations. Tenth sanitation operations to implement safety training system.

Sanitation departments and sanitation operation units shall formulate safety training plans for sanitation workers, establish safety education files, and regularly organize safety training for sanitation workers. On-the-job training of newly hired sanitation workers should include post safety training.

The public security traffic management department shall, jointly with the sanitation department, regularly train sanitation workers on traffic safety knowledge.

Public security traffic management and transportation departments should incorporate the safety of sanitation workers into driver training and carry out relevant safety education. Eleventh sanitation work units shall handle insurance for sanitation workers in accordance with the law and pay the insurance premium in full. Twelfth sanitation departments and sanitation work units shall ensure the rest of sanitation workers, and set up sanitation workers' lounges in accordance with relevant regulations to provide conditions for sanitation workers to rest and park their vehicles.

City, district and county (city) people's governments shall give priority to the rest of sanitation workers when transforming shanty towns and building new districts. Thirteenth sanitation departments and sanitation work units should strengthen sanitation publicity and education, provide protective equipment such as masks for sanitation workers, and organize regular health checks. Article 14 The municipal sanitation department shall, jointly with the public security traffic management department, formulate the standards for occupational identification clothing, sanitation facilities and equipment of sanitation workers with warning function in our city.

District, county (city) sanitation departments and sanitation operation units shall, according to the seasonal changes, issue sanitation professional logo clothing and operation facilities and equipment that meet the standards for sanitation workers. Fifteenth sanitation workers should enhance their awareness of self-protection and improve their safety protection skills, enjoy the rights of safe production according to law, and fulfill their obligations related to safe production. Sixteenth sanitation workers should wear uniforms with professional signs of sanitation, and use safety protection equipment and working vehicles that meet the standards.

When professional signs, safety protection equipment and working vehicles are damaged or damaged, the sanitation operation unit shall timely repair or replace them. Seventeenth sanitation workers should use safety warning signs in their daily manual operations. Large-scale manual or sanitation vehicles shall be equipped with safety cones and warning signs in accordance with the relevant provisions of the state when working and parking in corners.

Motor vehicle drivers should take the initiative to avoid cleaning the operation area and avoid sanitation workers and sanitation vehicles. Eighteenth sanitation departments and sanitation work units shall not arrange inappropriate personnel such as age and physical health to engage in sanitation work on driveways and bridges.
