According to the requirements, the remediation work, remediation plan and Sewage Pit and Pond Remediation Account will be investigated and reported to the Municipal Environmental Protection Bureau before May 20th.

The district environmental protection department coordinates the township (town) street government and relevant departments to effectively implement the main responsibility of environmental quality, and timely carry out on-site supervision according to the needs of the work.

I. Remedial tasks

Seepage pits in this renovation refer to closed or semi-closed pits, ponds, ponds, wells, ditches and canals. (hereinafter collectively referred to? Seepage pit? )。

At the same time, the county environmental protection bureau should report to the municipal environmental protection bureau for the record and carry out ecological restoration and treatment, and the water quality should meet the Class V standard of surface water. Report the investigation of seepage pit to the county environmental protection leading group office (Environmental Protection Bureau) before July 25th, and those who fail to report within the time limit will be regarded as no seepage pit.

(3) supervision summary stage (September1-September 30th)

Each township (development zone, street office) should carefully sort out and summarize the remediation work of seepage pits within its jurisdiction, and report the remediation work summary to the county environmental protection leading group office (Environmental Protection Bureau) before September 25. The county environmental protection work leading group will set up a supervision team to supervise and inspect the seepage pit remediation work in towns (development zones and street offices).

Fourth, the job requirements

(1) Strengthen organizational leadership. A leading group for special remediation of seepage pits was established, headed by the competent leader of the county government, with the main leaders of environmental protection bureau, supervision bureau, public security bureau, land and resources bureau, water affairs bureau, health bureau, animal husbandry bureau, agriculture bureau and other relevant departments as members, responsible for the organization, leadership, coordination and supervision of this operation. Responsible subjects should give full play to the role of environmental grid supervision, strictly implement the hierarchical responsibility system for territorial management, clarify the responsible units, responsible leaders and specific responsible persons of seepage pits, and be responsible for organizing the investigation and repair of seepage pits within their respective jurisdictions. The Environmental Protection Bureau shall monitor the seepage pits found as required, and make it clear that the seepage pits of the units responsible for sewage discharge shall be repaired by the sewage discharge units; There is no clear responsibility for sewage seepage pit, by the local town (development zone, street offices) is responsible for the repair. At the same time, it is necessary to seriously investigate and deal with environmental violations involved to ensure that there is no seepage pit in the area. Specific responsibilities are as follows:

Each township (development zone, street office) is responsible for conducting a comprehensive investigation on the illegal acts of using seepage pits to discharge sewage within its jurisdiction, and reporting the investigation results to the office of the leading group for special rectification of seepage pits in the county. At the same time, it is necessary to formulate a seepage pit repair plan and repair it within a time limit according to the requirements of the plan.

Environmental Protection Bureau: It is responsible for investigating and dealing with all kinds of environmental violations such as pits, ponds, ponds, wells, ditches and canals that are or have been discharged, dumped, transported or stored with toxic pollutants, which have exceeded the standard after monitoring, are natural or artificial, have accumulated water and have no anti-leakage measures, and are in a closed or semi-closed state. At the same time, it is responsible for monitoring the water quality of seepage pit sewage, monitoring the sediment and surrounding soil when the water quality exceeds the standard, and monitoring the groundwater when the sediment and soil exceed the standard.

Water Affairs Bureau: responsible for finding out the number and water consumption of self-prepared wells, conducting a general survey of water consumption of water-related enterprises, and reporting the survey results to the office of the leading group. Self-prepared wells for production by illegal enterprises shall be banned according to law, and the groundwater quality around seepage pits shall be tracked and monitored.

Agriculture Bureau and Animal Husbandry Bureau: responsible for supervising water-using enterprises such as agriculture, fishery and livestock breeding. , the use of seepage pit discharge of sewage, to develop rectification plan and seepage pit repair plan, and completed within a time limit.

Health Bureau: responsible for monitoring the quality of drinking water sources and ensuring the safety of drinking water.

Land and Resources Bureau: responsible for severely punishing illegal acts of digging seepage pits to destroy land resources according to law, restoring landforms within a time limit, and tracking and monitoring the soil around seepage pits to ensure timely restoration of soil environment.

Supervision Bureau: urge relevant departments to do a good job in filing and investigating illegal cases and repairing seepage pits.

Public security bureau: establish linkage mechanism with criminal law enforcement and administrative law enforcement of environmental protection departments, and participate in centralized special rectification actions of environmental protection; Maintain the order at the site of the special rectification work of seepage pits and crack down on violent violations.

(3) report the situation in time. The remediation of seepage pits should be carried out simultaneously with investigation, monitoring and remediation, and completed before August 25th.
