Our city organized a professional investigation team, mainly quarantine stations, to conduct a comprehensive investigation on pine forests, pine storage places, processing plants, docks, ports and other places within the jurisdiction of the city, and consulted operators and the masses about the growth and management of pine trees in recent years. Take a step-by-step approach and a detailed investigation. If pine trees are found dead or have suspicious symptoms, further detailed investigation is required to find out the distribution position, tree species, area and quantity of dead trees and the harm of longicorn beetles, make investigation records carefully, collect specimens and take photos, fill in relevant charts and summary reports.

According to the census, the planting area of pine trees in our city is 55 19 mu, mainly distributed in Nanfeng Town, Yanglan Town and Heqing Town. 2. Randomly select three representative plots with the same width of 5m×25m from the cutting land. Count the trees in the three plots one by one, and calculate the number of trees cut down. After calculation, the total number of trees cut down is obtained.
3. In three sample plots, the mathematical model was established by using the method of whole forest cutting piles and the mathematical regression method, and the DBH of all cut trees was calculated. For DBH ≥5cm, the individual volume and cumulative volume of cut trees in the sample plot were obtained by consulting Hainan Forestry Questionnaire. After calculation, the total volume of logging land is obtained.

The first is the reform of water management system in state-controlled units.
(A) the progress of the reform
1. Qualitative classification. According to the tasks and benefits undertaken by water management units, six water management units in our city are quasi-public welfare units, including Shahe Reservoir Management Office, Chunjiang Reservoir Management Office, Hongyang Reservoir Management Office, Songlinling Water Management Office, Tianjiaotan Water Management Office and Gan Xi Water Management Office.
2. "two fixed" calculations. According to the relevant provisions of "Standards for the Establishment of Posts and Quotas for Water Conservancy Project Management Units (Trial)", and in accordance with the principle of "establishing posts according to matters, classifying posts according to posts, and allocating quotas according to workload", combined with the actual situation and post needs of water conservancy work in our city, six water conservancy management units in our city were respectively established. 4. Separation of guardianship and upbringing. Six water management units in our city have implemented the separation of management and maintenance of water conservancy projects, which has simplified the management organization, improved the maintenance level and reduced the operation cost.
5. Personnel diversion. After competing for posts, six water management units in our city should divert 89 people, and have completed the proper placement of the diversion personnel, implemented the diversion personnel to make full use of the water and soil resources of the water management units, and vigorously carried out diversified operations such as aquatic products, agriculture, forestry and animal husbandry.
6. Social security. According to the relevant laws, regulations and policies, all water management units have participated in social insurance such as pension, medical care, unemployment, work injury and maternity, with 325 insured persons and 16 uninsured persons.
7. Water price reform. The water supply cost of water conservancy projects belongs to operating charges, and the water supply price is approved according to the principles of cost compensation, reasonable income, water conservation and fair burden. Treat agricultural water and non-agricultural water differently, establish classified pricing, establish a reasonable water price formation mechanism, and reform the management methods of water fee collection and use. Since 2007, the city has adjusted the water price standard according to the Notice of the Development and Reform Department of Hainan Province on the Agricultural Water Supply Price of Water Conservancy Projects (Development and Reform Price [2004] No.411), that is, from the original annual 32 yuan per mu to: the water price in irrigation areas of water conservancy projects across cities and counties is 25 yuan; The price of water supply in county and township irrigation areas shall not exceed.

8. Reform acceptance and consolidation of achievements. Through the great attention of all relevant departments in our city, unified thinking and close cooperation, various reform tasks were gradually promoted, and all reform tasks were fully completed before 1 1 in 2008, and passed the provincial acceptance at the end of 2008.
Our city's water management system has achieved certain results, mainly reflected in the implementation of personnel and funds. Incorporate the salary subsidy funds, project maintenance subsidy funds and social security expenses of employees in six water management units into the financial budget, and implement subsidies step by step, and the subsidies will be in place within three years. In 2008, the "two fees" was 2.08 million yuan, in 2009 it was 2.2 million yuan, and in 20 10 it was planned to be 4.77 million yuan, gradually consolidating the reform achievements.
(2) The main difficulties and problems at present.
In recent years, although some achievements have been made in the reform of water conservancy project management and investment and financing system in our city, there are still some difficulties and problems. First, the implementation rate of the "two fees" is still low, and the gap between the basic expenditure and maintenance funds of public welfare personnel is still large, and there is still a considerable distance from the target tasks. Second, before the water reform, the six water management units basically did not pay other "four funds" except medical insurance, and they could not pay after the reform because of insufficient income. Third, the separation of custody and maintenance has not been fully implemented. Fourth, the idea of "attaching importance to construction and neglecting management" is still outstanding, with emphasis on engineering construction and insufficient attention to engineering management. Fifth, there are many problems left over from the history of water management units and lack of perfect supporting measures. For example, the division of land ownership and endowment insurance, and the supporting measures for its reform are still not perfect. Sixth, at present, the cultural quality and technical level of personnel in water management units can not meet the requirements of modern management of water conservancy projects in our city, and it is necessary to further establish and improve the mechanism of talent introduction and retention.
(C) ideas and suggestions for deepening reform
1. Strengthen leadership. Put the reform of water management system on the agenda and establish specific safeguard measures for the top leaders to personally grasp the leadership.
2. Continue to strive for the support of the municipal government and relevant departments, increase the investment in the basic expenditure of public welfare personnel, and ensure the normal operation of water management units.
3. Further improve the supporting measures for water reform and do a good job in the follow-up work of water reform.
4. Further strengthen and standardize the regular inspection and appraisal of all kinds of water conservancy projects, and timely repair and maintain their facilities to ensure that the project is in a benign operation state for a long time.
5. Improve the water conservancy project management assessment system. Through management evaluation, it can promote the healthy development of water pipe system reform and water conservancy management, improve management level and efficiency, reduce management cost, and make water conservancy project management step by step into a scientific, standardized and legal track.
6. Strengthen on-the-job training of personnel, continuously improve the cultural quality and technical level of personnel in water management units, and provide strong talent support for water management.
Second, the management system of small water conservancy projects
1. The principle of territorial management and graded responsibility shall be implemented for water conservancy projects in our city. Large and medium-sized reservoirs and irrigation projects within the territory of this Municipality are managed by the municipal water administrative department, and small reservoirs and their channel projects as well as the channel projects below the branches (barrels) of large and medium-sized irrigation areas are managed and maintained by the towns (fields) and village committees.
(1) Census scope. 17 small reservoirs, river dikes, sluices, pumping stations, irrigation areas and other projects in cities and towns.
(2) affiliation.
All small water conservancy projects are managed by the local town government.

⑤ Personnel composition and structure. There are almost no full-time managers for small water conservancy projects in cities and towns. After the reform of the town system, the original water conservancy station in the town has been merged into the town agricultural management office, and the management has existed in name only.
2. Small water conservancy project management system reform
Up to now, the management system reform of small water conservancy projects in 17 town of our city has not been carried out.
3. Main problems
(1) There is no special management organization and full-time management personnel, and the management system is chaotic and irregular.
(2) The management mechanism is incompatible with the socialist market economic system.
