Notice of Guangzhou Municipality on printing and distributing the measures for the administration of maternal and child health care in Guangzhou Municipality

Chapter I General Provisions Article 1 In order to strengthen the management of maternal and child health care work and ensure the health of women and children, these measures are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this Municipality. Article 2 These Measures shall be implemented by all levels of maternal and child health care institutions and general hospitals of central, provincial, military, municipal, district, county-level cities and enterprises within the jurisdiction of Guangzhou. Article 3 The overall goal of maternal and child health care work is to reduce the maternal mortality rate, infant mortality rate and the mortality rate of children under five years old in our city, ensure the safety of mothers and infants, and ensure the completion of various indicators issued by the state.

Maternal and child health care work focuses on eugenics and implements the responsibility system for maternal and child health care. Article 4 Governments at all levels must strengthen their leadership over maternal and child health work, ensure that a certain amount of special funds are used for maternal and child health work every year, and health administrative departments at all levels should also implement special funds for maternal and child health work every year. Article 5 Guangzhou Municipal Health Bureau is the competent authority of maternal and child health care in Guangzhou, responsible for issuing annual maternal and child health care indicators, formulating technical management norms, assessment standards and inspection systems for maternal and child health care business, and supervising the implementation of these measures.

The health administrative department of the district or county-level city is responsible for the management of maternal and child health care within its jurisdiction.

City, district and county-level cities shall set up women and children's health care committees (groups) attended by experts in gynecology, obstetrics and pediatrics. Under the leadership of the health administrative department at the same level, it is responsible for monitoring, guiding and evaluating the quality of women's and children's health care and family planning technical services, obstetrics and gynecology and pediatrics within its jurisdiction, and participating in decision-making consultation on women's and children's health care. Chapter II Health Care Institutions and Responsibilities Article 6 Maternal and Child Health Hospitals in cities, districts and counties and maternal and child departments (groups) in street (town) hospitals are professional institutions for maternal and child health care, forming a three-level network of maternal and child health care in Guangzhou. The village should set up full-time (part-time) maternal and child health workers to be responsible for maternal and child health care.

City, district, county-level city maternal and child health hospital is responsible for the guidance of maternal and child health care services within its jurisdiction.

Maternal and child health hospitals should set up full-time maternal and child health care personnel to be responsible for group health care. Seventh main responsibilities of maternal and child health care institutions:

(a) responsible for the implementation of maternal and child health planning in the region;

(two) responsible for the publicity and education of maternal and child health care knowledge;

(three) responsible for collecting, sorting, analyzing and storing the information, data and resources of maternal and child health care in the area under its jurisdiction, and reporting to the health administrative department at the same level and the maternal and child health care institution at the next higher level on schedule;

(four) responsible for the epidemiological investigation and prevention of major diseases that endanger the health of women and children;

(five) to undertake the monitoring task of maternal and child health care, and to carry out the investigation of the omission of maternal death, infant death and child death under five years old;

(six) responsible for premarital health care, eugenics health care, women's five-level health care and other services and family planning technical services;

(seven) to guide the kindergarten health care, kindergarten children's health examination, model kindergarten children's health examination and kindergarten nurse training, and participate in kindergarten health care evaluation;

(eight) to assist the health administrative department to manage and coordinate the work of obstetrics and gynecology and pediatrics in general hospitals within its jurisdiction, and organize the assessment of maternal and perinatal deaths. Eighth comprehensive medical institutions at all levels to participate in maternal and child health care responsibilities:

(a) to participate in the women's and children's health care work committee (group) established by the city, district and county-level city. According to the task requirements of the Committee (group), do a good job in maternal and child health care;

(two) to undertake the maternal and infant health care business issued by the administrative department of health;

(three) to participate in the systematic health care of pregnant women and the systematic health care management of children aged 0-6;

(four) to provide contraceptive, birth control and other family planning technical services, to participate in the training and assessment of family planning technical personnel within their respective jurisdictions;

(five) responsible for completing the information statistics of maternal and child health care in the hospital, and reporting to the relevant departments in a timely and accurate manner;

(six) to accept the operational guidance, quality monitoring and evaluation of maternal and child health care work in hospitals (including obstetrics and gynecology, pediatrics and family planning departments) by the health administrative departments and maternal and child health care institutions. Chapter III Health Care for Women and Children Article 9 A premarital health care system shall be implemented. Before registering for marriage, both men and women of school age must go to the institutions designated by the administrative department of health to receive premarital health education and conduct premarital health examination, and go to the civil affairs department for marriage registration with the proof of premarital health examination. Article 10 The perinatal health care system shall be implemented. Medical and health institutions should regularly carry out prenatal examination for pregnant women, prevent and treat complications during pregnancy and childbirth, implement project management for high-risk pregnant women, and improve the system management rate and quality.

It is forbidden to use medical technology to identify the sex of the fetus. Article 11 Medical and health institutions shall screen newborns for metabolic diseases, visit newborns regularly, and guide breastfeeding and nursing. Twelfth maternal hospital delivery. Hospitals at or above the township level and maternal and child health centers undertake the delivery of pregnant women in their respective jurisdictions. Pregnant and lying-in women in remote mountainous areas should give birth in the maternal and child health care delivery center approved by the health administrative department at or above the county level. Village-level institutions are prohibited from carrying out delivery work. Thirteenth medical and health institutions should carry out the prevention and treatment of common and frequently-occurring diseases and gynecological diseases with tumor prevention as the main focus, and do a good job in monitoring and project management of gynecological diseases. Fourteenth maternal and child health care institutions should carry out five-stage health care (menstrual period, pregnancy, puerperium, lactation and menopause) for female employees within their jurisdiction, guide all units to do a good job in outpatient management of female employees, and carry out women's health care services.
