However, in the deep examination and comparative reflection, there are still shortcomings and gaps:

(1) Abide by the Party's political discipline and organizational discipline.

First, observing political discipline is not strict. For example, after dinner, friends get together, colleagues or family members communicate, they can't respond positively to some words and deeds that damage the party's image and discredit the party, and some political rumors and false statements that appear in society and on the Internet, and they often echo; We can't correctly analyze, treat, complain and say something inappropriate in the process of reform and development, such as unfair distribution, corruption-failure. There is a phenomenon of commenting on some decision-making arrangements of the county party Committee and government.

Second, political discrimination is not strong. I don't know enough about illegal religious activities, ethnic separatist forces, terrorist forces and mass incidents. We think they are trivial things and can't become a big climate. There is no need to invest too much manpower and energy to prevent attacks.

Third, the execution is not strong. Lack of understanding and implementation of the central line, principles and policies and the major strategic deployment of the county party Committee, lack of creative work combined with their own characteristics, lack of forward-looking countermeasures, lack of pioneering and innovative spirit, and few ways and means to solve difficult problems. For example, we lack the determination and confidence to overcome difficulties in hard tasks such as attracting investment and striving for funds issued by the county party Committee and the government. Instead of actively putting forward ideas and trying to finish them, they complain that they are unreasonable and have a wait-and-see idea.

Fourth, the implementation of people-oriented centralism is not in place. Carry out criticism and self-criticism, cover up, scratch one's boots, dare not touch the essence, afraid of offending people, afraid of affecting unity. What you don't like and can't figure out is followed by complaints and gossiping, which encourages the spread of bad habits. There is a phenomenon of being late and leaving early, and the demonstration effect is not good without saying hello when going out.

(2) Implementation of the eight central regulations

1. Insufficient understanding. Lack of understanding of the long-term, arduous and complex nature of work style construction is considered as a principle that senior leading cadres should follow, and has little to do with grassroots personnel. Therefore, we have not paid enough attention to it, implemented it poorly and lacked confidence, so we wait and see. For example, after the introduction of the eight regulations, there was no criticism and education on individual personnel, such as being late and leaving early, leaving their posts without permission during work, and sneaking around.

2. The investigation is not thorough. Insufficient research, no in-depth understanding of the actual situation at the grassroots level. Even after investigation, the research report written lacks maneuverability.

3. The style of writing has not improved much. The arrangement of the meeting can't grasp the key points, and there are many empty words. The drafting and inspection of the revised document are not closely integrated with the reality, the content is empty, the operability is not strong, and there is a coping phenomenon.

4. There is waste. Eating in canteens and restaurants, eating more and less, did not develop the habit of CDs and packaging; Households and units use a lot of electricity and water, resulting in waste.

Second, the outstanding problems of "four winds"

After deep reflection and careful investigation, the four winds problem still exists in practical work.

(A) Formalism

1. Lack of solid learning. The main theoretical study is not solid and the research is not in-depth. After reading the document, I learned about the policy, but I just stayed on the surface of the text, without thinking deeply about its background, details and connotation, which showed that I simply pursued formal reading and ignored promotion, standardization and guidance. I used to study notes for five pages a day, but I swallowed them all at once, only paying attention to quantity, not seeking understanding or mastering.

2. The implementation of the work is not enough. Accustomed to being a "setter" and catching a "gust of wind"; The actual work is not effective, and some work stays at the level of meetings and documents, lacking pertinence and operability; I lack the spirit of "nailing" and the energy to catch the end. For example, my own job is to build a new countryside, but I have no idea about how to build a new countryside. Although I have been asking for ways, I have always stayed in words and have not implemented them. In addition, insufficient attention was paid to the effect of the meeting and the implementation results of the documents, and insufficient supervision was given to the implementation, resulting in some outstanding contradictions and problems not being effectively solved.

3. Learning and application are out of touch. Learn to use "two skins", not really integrating theory with practice, and not good at using Marxist stand and method to analyze and solve practical problems; It is not enough to be satisfied with general study, study with questions and think deeply, and theoretical thinking needs to be further improved; Work is more about contacts, accumulation and experience, and I don't know enough about the importance of theory guiding practice. I read a lot of foreign agricultural development experience and wrote some words, but none of them were combined with the agricultural and rural development of Linyou.

(2) Bureaucracy

1. Contact with the masses is not deep enough. The concept of the masses is a little weak, and it is not frequent enough to go deep into the masses, not direct enough to observe the people's feelings, not active enough to serve the masses, and not timely enough to solve the people's worries; Usually contact with grassroots cadres and ordinary people, especially in the work of agriculture, rural areas and farmers, listening to the opinions of the masses is less, and it is insufficient to examine and listen to the facts; The channels and ways to effectively contact the masses are relatively simple, and there are not many platforms and channels for face-to-face communication with the masses, and the channels are not wide, and the understanding of what the masses think and expect is not timely and comprehensive enough.

It is not enough to solve the practical difficulties of the masses. For the practical difficulties and problems reflected by the masses, there are many passive solutions to problems and few active solutions to contradictions; In inspection and guidance, we should attach importance to large projects and large projects, while ignoring small projects and small projects related to people's livelihood. Our village is Tuanzhuang, and I hired a family named Feng. There are five people in his family, and there are only a few big rooms in the family, which are dilapidated. I went to his house several times, but I couldn't figure out a way to help him solve it.

3. The investigation is not thorough. Research is not to solve problems, there are many ideas to take a look at one step at a time, and there are few specific steps to solve practical problems; Take a cursory look at the flowers, be satisfied with how many places you have been and how many points you have seen, and lack valuable research results; During the investigation, I got a detailed understanding of the chief engineer and general situation, and settled down to study problems and measures with grassroots cadres and masses. The research on solving hot spots, focal points and difficult problems in economic and social development is not deep enough, and there are few investigations and studies, and the opinions are not targeted and instructive enough; I am used to solving real problems and practical difficulties on the spot, but I haven't done enough research on some deep-seated problems that affect and restrict long-term development, and I can't think of more countermeasures that promote comprehensive work and are conducive to scientific development.

(3) hedonism

1. complacent with the status quo, lack of pioneering and innovative consciousness. First, ideologically, I am used to solving new problems with old methods. When they meet the discussion and decision-making of specific problems, their ideas can't keep up with the new situation and requirements, and their ability to understand new ideas and accept new things is not strong enough. I feel that I am the oldest in the company and I am content with the status quo. Don't want to develop, wait for time to leave, and lose the motivation to make progress. Second, they have a weak sense of innovation, lack the courage to overcome difficulties, and are afraid of difficulties in their work. When encountering difficult and high-risk matters, they often adopt conservative strategies, do not study enough matters that are not clearly stipulated in the policy, mechanically implement them, or wait for their superiors, or do nothing, seeking comfort in life, which is manifested as lack of enthusiasm and initiative and dare not take responsibility.

The spirit of hard work has weakened. With the development of economy and the improvement of living standards, the consciousness of practicing economy and opposing waste has become weak, and there is a lack of strong persistence in the spirit of hard struggle, resulting in the idea of not wanting to live a tight and bitter life; The consciousness of suffering before pleasure has faded, and I don't want to become one with the people. Xiatuanzhuang lives in the village, but he doesn't want to live in a farmer's house. He always feels uncomfortable sleeping in his own bed.

3. Negative thinking, serious retreat thinking. I feel sick, my home is far away, and there are no relatives in the county. Life is irregular and enterprising. I am content with the status quo and muddle along. When I am not busy at work, I think more about chatting with my friends and devoting myself to my work. Time and energy are relatively reduced, lacking the sense of responsibility and urgency of "time waits for no one, seize the day". On Friday, I want to go back to Baoji as soon as possible to reunite with my family and friends. Sometimes the unit arranges overtime and has meetings on Saturday and Sunday, but I still have resistance in my heart. I am obviously deficient in the spirit of struggle.

(4) In terms of extravagance, due to hedonism and humanism, we failed to deal with the worldly wisdom and friendship of our buddies, relaxed the principle requirements, and ate a little "human meal" and drank a little "human wine" because of face and human feelings, which touched the bottom line of leading cadres in party member.

(five) the opinions put forward by the cadres and the masses and the answers to relevant questions. Can't handle the relationship between work and book compilation. Paying great attention to the compilation of books, but not to the work, led to the publication of books, but the work did not achieve results. In this regard, I deeply reflect that in the future work, I should straighten my position, sort out the order, put the work in charge in the first place, do not occupy working time, and contribute wholeheartedly to rural economic development.

Third, the causes of the problem analysis

Although there are some objective reasons for the existence of the above-mentioned "four winds" problem, it is mainly caused by subjective reasons, and the "master switch" of world outlook, outlook on life and values has a certain deviation. The problem lies in the surface and the root lies in the thought. From a deep analysis, there are mainly the following points:

(A) ideals and beliefs have been diluted. First, the understanding of theoretical learning is not in place. Learning is not regarded as the main way to enhance skills and improve quality, and it is often emphasized that people are busy with work, unwilling to learn and unable to make progress. Participating in collective study is also posturing, posturing. Self-study means reading newspapers and magazines and browsing online news. The method is simple and the form is single. People pay more attention to theoretical study, less want to browse and less remember. They are satisfied with completing the "prescribed actions" and lack the initiative and consciousness of self-pressure. Especially with the increase of working hours, I feel paralyzed and relaxed from time to time, and I relax my study unconsciously. Second, the transformation of the subjective world is not enough. There are situations in which affairs dilute the exercise of party spirit, and they do not have a deep understanding of the party's line, principles and policies, so they cannot analyze and study new situations and new problems in reform and development from a dialectical point of view. They lack their own opinions, go with the flow, deviate from their outlook on life and values, have a serious idea of quitting despite difficulties, take negative actions and make no progress in their work. They are content to maintain the status quo and stand still.

(B) the concept of purpose is not strong enough. I don't have a deep understanding of the party's mass line and mass viewpoint, and my public servant consciousness drops in my thoughts and actions. At work, the masses' views are diluted and they have the idea of being content with the status quo. There are some thoughts that are silent or even thankless, and they also have the idea of turning a blind eye, which is not in-depth and regular for grassroots guidance. At the grassroots level, we only pay attention to what we want to know, and we don't often talk to the masses, but we don't listen to the opinions of the grassroots directly. The idea of "from the masses, to the masses, all for the masses and relying on the masses" is deviated in concrete implementation, which is actually a manifestation of weak concept of purpose, weak views of the masses and low consciousness.

(3) Lack of party spirit, and the transformation of "Three Views" is not in place. The consciousness of strengthening party spirit cultivation is not strong, the criterion line of improving self-cultivation is not high, the energy of striving for Excellence is insufficient, the courage of reform and innovation is insufficient, the mental state is poor, and the sense of struggle is weakened. When the work is heavy and stressful, the first thing that comes to mind is how to finish the task as soon as possible and lower the work standard. The sense of urgency, responsibility and mission is not strong enough, and the measures to overcome difficulties are not in place.

(D) Self-discipline standards are not high enough, and "three strictness and three realities" are not in place.

I think that I have worked for more than 20 years, honed in many positions, acquired certain political quality, accumulated certain work experience and knowledge connotation, and often unconsciously satisfied with these accumulations and experiences, and paid insufficient attention to continuous self-improvement. Complete the tasks assigned by the superior or pay attention to no problem, and there is not a wide range of ideas in the work.

Relax your demands on yourself and forget your political identity and responsibility. Without a deep understanding that the advanced nature and ruling status of our party are not immutable once and for all, ignoring our words and deeds will affect the party's status and image.

Sometimes I equate myself with ordinary party member. I just want to get by at work, not too hard. I just want to set an example in my standards without breaking the rules. I just want to be good for me ideologically, but I don't want to guard against death. As a result, my awareness of abstinence is not deep enough and my discipline is not strict.

Reflecting on your "four winds" is the cause of the problem. It is because of insufficient adherence to "three strictness and three realities", which is the basic criterion for party member cadres to perform their duties in politics, lax self-requirements, and declining self-discipline standards.

(E) Lack of efforts, "Yan 'an Spirit" and "Jiao Spirit" can not be carried forward. I always thought I was a deputy, and I was under the leadership of Minister Wang. I'm facing leaving my job.
