In order to strengthen health supervision and management and ensure the quality of preventive health examination, these measures are formulated in accordance with the provisions of the current relevant national health laws and regulations.

Chapter II Unit Management
Article 4
Medical and health institutions undertaking preventive health examination must be examined and approved by the health administrative department of the government before preventive health examination can be carried out within the prescribed scope.
Article 5
Health examination units should set up waiting rooms, laboratories, archives and bathrooms, and be equipped with corresponding instruments and equipment; Have a sound routine working procedure such as clinical examination, laboratory examination, X-ray examination and file management; Strictly implement the disinfection and isolation system and various medical technology operating specifications.
Article 6
The health examination unit shall, according to the objects and contents of the health examination, determine the corresponding professionals to participate in the preventive health examination. The director should be a professional with the attending (management) medical (technical) division or above or the corresponding title.
Article 7
The health examination unit shall not arbitrarily increase or decrease the items and frequency of health examination. Must accept the professional guidance of higher professional institutions and the comprehensive supervision and management of quality control and technical assessment of health supervision institutions. Report the preventive health examination to the health supervision institution regularly every year, and do a good job in reporting and statistics of epidemic situation and occupational diseases according to regulations.
Article 8
Preventive health examination staff must abide by the law, abide by medical ethics, act impartially, and be honest and self-disciplined.
Article 9
The health administrative departments of governments at all levels shall conduct a comprehensive inspection of the preventive health inspection work of the units undertaking preventive health inspection in their respective jurisdictions every year.
Chapter III Work Procedures and Work Contents
Article 10
Health supervision institutions at all levels should formulate preventive health examination work plans.
Article 11
The inspected unit shall submit the list of inspected personnel to the health supervision institution according to the regulations, and the inspected unit shall be responsible for establishing personal health records.
Article 12
The unit undertaking the health examination shall arrange the health examination according to the list of the inspected personnel determined by the health supervision institution and the prescribed inspection items. The specific health examination work shall be carried out in accordance with the relevant national technical specifications.
Article 13
The health inspection unit shall submit the original records and health inspection results of the inspected personnel to the health supervision institution.
Article 14
Health supervision institutions shall, according to the results of health examination, issue health certificates to those who pass the preventive health examination. Put forward opinions on handling unqualified personnel and supervise their implementation. The original materials shall be submitted to the inspected unit or the designated filing unit for filing.
Article 15
The health supervision institution shall summarize, analyze and timely submit the preventive health examination within its jurisdiction to the local health administrative department and the superior health supervision institution.

Contents of preventive health examination:
(a) engaged in food and drinking water production and management personnel, cosmetics production personnel, personnel who directly serve customers in public places, mainly check viral hepatitis A, viral hepatitis E, dysentery, typhoid fever, active tuberculosis and skin diseases.
(2) Occupational contraindications, occupational diseases and occupational diseases are mainly checked for hazardous workers and radiation workers.
(three) mainly check the growth and development of students, health status and common diseases, infectious diseases and endemic diseases.
(four) the relevant health laws and regulations have other provisions on the contents of preventive health examination, which shall be implemented in accordance with relevant laws and regulations.
(five) according to the actual situation, if the specific items of preventive health examination really need to be increased or decreased, it must be reported to the health administrative department of the government of the province, autonomous region or municipality directly under the Central Government for approval before it can be carried out.
Article 17
The frequency of preventive health examination shall be implemented in accordance with relevant health laws, regulations or rules.
Article 18
Health examination units shall collect health examination fees in accordance with the relevant provisions of the state and local governments, and shall not raise the fees without authorization, and arbitrary charges are strictly prohibited.
Article 19
Preventive health examination work uses the preventive health checklist formulated by the Ministry of Health.
Chapter IV Supplementary Provisions
Article 20
Without the examination and approval of the administrative department of public health of the government, the units that carry out preventive health examination within the scope stipulated in Article 2 of these administrative measures without authorization shall be ordered by the administrative department of public health of the government to stop health examination activities and confiscate their illegal income.
Article 21
Staff dereliction of duty, abuse of power, corruption, fraud, shall be given administrative sanctions by the competent department. If serious consequences are caused and a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.
Article 22
The national preventive health examination uses the People's Republic of China (PRC) Preventive Health Checklist, including:
1. Employee Health Checklist;
2. Health Checklist for Hazardous Workers;
3. Health check list of radiation workers;
4. Student health list.
Article 23
The Ministry of Health shall be responsible for the interpretation of these Measures.
Article 24
These Measures shall be implemented as of the date of promulgation. In the past, the provisions on preventive health examination are inconsistent with these measures, and these measures shall prevail.
