Twenty-fourth urban underground engineering by the construction unit or the use of units responsible for the development and utilization of management, and accept the supervision and inspection of the administrative department of construction.
Twenty-fifth underground engineering should be in accordance with the principle of "who invests, who owns, who benefits, who maintains", allowing the construction unit to transfer or lease its own investment and development or legally developed underground engineering.
Twenty-sixth construction units or users should strengthen the use and management of underground space development and utilization projects, and do a good job in the maintenance and management of projects and the maintenance and updating of facilities. It is necessary to establish and improve the maintenance management system and engineering maintenance files to ensure that the engineering and equipment are in good condition.
Twenty-seventh construction units or users should establish and improve the safety responsibility system in use and take practical measures to put an end to possible fires, floods, explosions and all kinds of pollution that endanger human health.
Twenty-eighth construction units or users shall not arbitrarily change the structural design of underground projects during the use or decoration period. If it is necessary to change the original structural design, it shall be re-approved in accordance with the regulations.
Article 29 Underground projects that combine peacetime with wartime shall be managed by the construction or user units in peacetime, and shall be provided to relevant departments and units for use promptly in wartime.
