Chapter I General Provisions Article 1 In order to promote the construction of township comprehensive cultural stations, strengthen the management of township comprehensive cultural stations and give full play to the role of township comprehensive cultural stations, these measures are formulated in accordance with the Regulations on Public Cultural and Sports Facilities and the relevant provisions of the state. Article 2 The township comprehensive cultural stations mentioned in these Measures (hereinafter referred to as cultural stations) refer to public welfare cultural institutions established by county-level or township people's governments, whose basic functions are to provide social services, guide the grassroots and assist in the management of rural cultural markets. Article 3 Township people's governments are responsible for managing the daily work of cultural stations, county-level cultural administrative departments are responsible for the supervision and inspection of cultural stations, and county cultural centers, libraries and other related cultural units are responsible for providing counterpart business guidance and counseling to cultural stations. Chapter II Planning and Construction Article 4 The Ministry of Culture shall, jointly with relevant departments, organize the formulation of national planning and standards for the construction of cultural stations, and supervise and inspect their implementation. Fifth cultural station construction should be incorporated into the local national economic and social development plan, and adapt to the local economic and social development level, the construction scale should comply with the relevant provisions of the state; Should be included in the local urban and rural construction planning, give priority to land use indicators, and allocate construction land free of charge.

People's governments at all levels shall give key support to the construction of cultural stations in minority areas and remote and poor areas. Sixth cultural stations should be located in areas with convenient transportation, concentrated population and convenient for the masses to participate in activities, and generally not in the offices of township people's governments.

The site selection, design and functional layout of the cultural station shall be approved by the cultural administrative department at the county level. Article 7 The basic functional space of a cultural station shall include a multi-functional activity hall, a reading room for books and periodicals, a training classroom, a grass-roots point for sharing cultural information resources and a management room, as well as outdoor activity venues, publicity columns and other supporting facilities. Article 8 Cultural stations shall be equipped with cultural resources such as equipment, materials and books necessary for public cultural services, and shall be updated and enriched in a planned way.

Cultural station facilities and equipment must go through asset registration and related procedures in accordance with relevant state regulations, and be managed according to law to ensure the safe, complete and effective use of state-owned assets. Ninth cultural stations need to be demolished or their functions and uses changed due to the planning of township construction, and should be rebuilt in accordance with the provisions of relevant state laws and regulations. Before making a decision, the Township People's Government shall listen to the opinions of the masses extensively, obtain the consent of the county-level cultural administrative department, and report to the county-level people's government for approval. Chapter III Functions and Services Article 10 The main functions of the cultural station are to carry out books and newspapers lending, popular science education on current affairs and legal system, cultural performances, digital cultural information services, distribution and mobile services of public cultural resources, youth physical fitness and extracurricular activities. Eleventh cultural stations perform their functions and provide services in the following ways:

(1) Holding various exhibitions and lectures, popularizing scientific and cultural knowledge, transmitting economic information, seeking knowledge for the masses, and promoting local economic construction.

(two) according to the needs of the local people and the conditions of facilities and venues, organize and carry out colorful and popular cultural and sports activities and radio and film screening activities; Guide the construction of village cultural rooms (cultural compound, club, etc.). ) and farmers set up their own cultural organizations to coach and train the literary and artistic backbone of the masses.

(three) to assist the county cultural centers, libraries and other cultural units to distribute public cultural resources, carry out mobile cultural services, and ensure that public cultural resources enter the village.

(four) under the guidance of the county library, set up a library, carry out reading and newspaper reading activities for the masses, and provide books and newspapers lending services for the local people.

(five) the establishment of national cultural information resources * * * to enjoy the basic service point of the project, to carry out digital cultural information services.

(six) under the guidance of the cultural administrative department at the county level, collect and sort out the intangible cultural heritage, carry out the general survey, display and publicity activities of the intangible cultural heritage, and guide the inheritors to carry out learning activities.

(seven) to assist the cultural administrative departments at the county level to carry out the propaganda and protection of cultural relics.

When major problems or accidents are discovered, emergency measures shall be taken according to law and reported in time. Twelfth cultural stations should improve the internal management system, establish and improve the service standards, and open to the public according to their functions and characteristics, and ensure that their facilities are used to carry out civilized and healthy cultural and sports activities. The cultural station should indicate the service content, opening hours and matters needing attention in a conspicuous position. Chapter IV Personnel and Funds Article 13 Cultural Stations shall be managed by full-time personnel, and the establishment amount shall be determined according to the functions and tasks undertaken and the population size of the villages and towns they serve. Article 14 The stationmaster of a cultural station should have a college degree or above, have a degree equivalent to a college degree or above, love cultural undertakings, be good at organizing the masses to carry out cultural activities, and have the professional ability and management level to carry out cultural station work. The stationmaster of a cultural station shall be appointed or employed by the Township People's Government, and the opinions of the county-level cultural administrative department shall be solicited in advance. Fifteenth cultural stations to implement the professional qualification system, cultural station employees must pass the corresponding examination and assessment organized by the administrative department of culture or its entrusted departments, and obtain professional qualifications or job training certificates.
