In order to ensure safe production, prevent the occurrence of occupational diseases and protect the health of employees, this regulation on occupational disease prevention measures is formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Occupational Diseases and relevant administrative regulations, combined with the actual situation of the company.
I. Occupational hazard factors and occupational diseases
1. 1 Occupational hazards refer to various physical, chemical and biological hazards that endanger the health of workers in productive labor or other occupational activities. The main occupational hazards of this enterprise come from the ultraviolet radiation in the open-air working environment and the harm to human body caused by cold weather, as well as the toxic and harmful gases in manholes.
1.2 occupational diseases, the company refers to the diseases caused by occupational hazards caused by harmful factors such as dust, smoke and radioactive substances by workers engaged in coal dust, electric welding and radiation operations.
Second, prevention and control measures
2. 1 For the prevention and treatment of occupational diseases caused by occupational hazard factors, all units shall give priority to prevention and implement the principle of combining prevention with control, comprehensive management, supervision and service. Strengthen publicity and education on occupational disease prevention and control, popularize prevention knowledge, strengthen personal protection, and carry out group prevention and control work.
2.2 Establish and improve the organizational system and responsibility system for occupational disease prevention and control. The establishment of the company takes the general manager as the first responsible person, and the safety and trade unions are responsible for supervision and management. The leaders in charge of the company and the heads of all units are fully responsible for the prevention and control of occupational diseases in their own units.
2.3 The expenses for occupational disease prevention and control shall be charged in the safety measures.
2.4 During the construction of the company's coal preparation plant project, the occupational hazard protection facilities must be constructed, accepted and put into operation simultaneously with the main project (adhere to the principle of three simultaneities). Workplaces prone to acute occupational diseases such as acute poisoning need to be equipped with corresponding first-aid equipment, facilities and medicines, and special preventive measures and emergency plans should be formulated.
2.5 Strengthen the management of mechanical and electrical equipment to prevent harmful and toxic substances from escaping, dripping, leaking and polluting the environment, and take technical measures such as ventilation, detoxification, dust suppression, sealing and isolation to reduce or eliminate productive harmful factors.
2.6 Strengthen the monitoring and management of toxic, harmful and other harmful factors on the job site; Personal labor protection articles are fully equipped, and the supervision and management of personal protection work should be strengthened; Develop good hygiene habits, arrange employees' rest reasonably, pay attention to nutrition, enhance the body's resistance to harmful substances and prevent harmful substances from entering the body.
2.7 Arrange production reasonably in high-temperature season to avoid high-temperature production operations, and equip with corresponding heatstroke prevention and cooling supplies to prevent the occurrence of occupational hazards such as heatstroke. Strengthen the protection of female workers. During pregnancy, menstrual period, childbirth and lactation (four-level protection), it is forbidden to arrange female workers to engage in heavy physical labor and to be on duty at night.
2.8 When purchasing equipment and materials, priority should be given to new processes, technologies and materials that are beneficial to occupational disease prevention and protection of workers' health. If it is really necessary to use equipment and chemical materials with occupational hazards, the composition, performance, safe operation procedures, maintenance and use methods shall be marked, and corresponding protection and emergency measures shall be provided.
2.9 Occupational disease protection articles adopted by all units at the job site must meet the requirements of occupational disease prevention, and unqualified products are prohibited from being used.
2. 10 In the company's various production activities, personnel with special types of work must undergo strict training and hold relevant certificates. Abide by all safety operation procedures and relevant occupational health, safety and hygiene systems to prevent accidents. Measures to control and eliminate occupational hazards should be implemented in units, posts and individuals.
2. 1 1 If an occupational accident is caused in violation of this system, the main responsible person and the person directly responsible shall be investigated for responsibility.
