Regulations on food safety and nutrition and health management in schools
Chapter I General Provisions
Article 1 These Provisions are formulated in accordance with the Food Safety Law of People's Republic of China (PRC) (hereinafter referred to as the Food Safety Law), the Education Law of the People's Republic of China and the Regulations for the Implementation of the Food Safety Law of People's Republic of China (PRC) for the purpose of ensuring the food safety, nutrition and health of students and staff in centralized dining in schools and strengthening supervision and management.
Article 2 These Provisions shall apply to the management of food safety, nutrition and hygiene of centralized dining in schools and kindergartens (hereinafter referred to as schools) at all levels that implement academic education.
The term "centralized dining" as mentioned in these Provisions refers to the act of providing food to students and faculty in the form of feeding or outsourcing food (including ordering food from feeding units).
Article 3 The principle of giving priority to prevention, monitoring the whole process, territorial management and school implementation shall be implemented in centralized dining in schools, and a working mechanism of division of responsibilities among education, food safety supervision and management, health and health departments shall be established.
Article 4 Centralized dining in schools shall adhere to the principles of public welfare and convenience, and improve the school food safety risk prevention and control system around key links such as procurement, storage, processing, distribution and meal supply, so as to ensure food safety and promote nutrition and health.
Article 5 Schools shall, in accordance with the provisions of food safety laws and regulations and the requirements of healthy China strategy, establish and improve relevant systems, implement campus food safety responsibilities, and carry out publicity and education on food safety and nutrition health.
Chapter II Management System
Article 6 Local people's governments at or above the county level shall lead, organize and coordinate the supervision and management of school food safety and the response to sudden food safety accidents according to law, and incorporate school food safety into the local emergency plan for food safety accidents and the construction of school safety risk prevention and control system.
Article 7 The education department shall guide and urge schools to establish and improve management systems related to food safety, nutrition and health, regard school food safety, nutrition and health management as an important part of implementing safety risk prevention and control responsibilities and promoting health education, and strengthen assessment; Guide and supervise schools to strengthen food safety education and daily management, reduce food safety risks, eliminate hidden dangers of food safety in time, improve the level of nutrition and health, and actively assist relevant departments in their work.
Eighth food safety supervision and management departments should strengthen the supervision and management of food safety in centralized meals in schools, and investigate and deal with food safety violations involving schools according to law; Establish a credit file for food safety in school canteens, and inform the education department of relevant information on food safety in schools in a timely manner; Conduct spot checks on food safety management personnel in school canteens to guide schools to do a good job in food safety management and publicity and education; In conjunction with relevant departments to carry out the investigation and handling of food safety accidents in schools according to law.
Article 9 The competent health department shall organize the monitoring of food safety risks and nutrition health on campus, provide nutrition guidance for schools, advocate the concept of healthy eating, and carry out the training of nutrition and health professionals to meet the needs of schools; Guide schools to carry out food-borne disease prevention and nutrition and health education, and carry out relevant epidemic prevention and control work according to law; Organize medical institutions to treat people who have suffered personal injuries due to school food safety accidents.
Tenth regional primary and secondary school medical and health institutions, maternal and child health care institutions, disease prevention and control institutions, according to their duties or the requirements of the relevant competent departments, organize the monitoring, technical training and professional guidance of food safety and nutrition and hygiene in schools in this area.
Encourage qualified areas to set up professional guidance institutions for students' nutrition and health, and guide schools to carry out activities related to students' nutrition and health according to the relevant provisions of dietary nutrition guidelines and health education for students of different ages, and guide reasonable meals.
Eleventh food safety supervision and management departments should take the campus and its surroundings as the focus of supervision and inspection, and regularly inspect the school canteens, food suppliers and food operators on the campus and its surroundings; Every semester, in conjunction with the education department, carry out special inspections on food safety in schools within their respective administrative areas, and urge and guide schools to implement food safety responsibilities.
Chapter III School Responsibility

Schools should regard food safety as an important part of school safety work, establish and implement relevant food safety management systems and work requirements, and regularly organize food safety hidden dangers investigation.
Thirteenth primary and secondary schools, kindergartens should establish a centralized dining system, each meal should be accompanied by the relevant person in charge of the school and students, make a good meal record, and timely find and solve the problems existing in the process of centralized dining.
Conditional primary and secondary schools and kindergartens should establish a system of parents accompanying meals, improve the corresponding working mechanism, and conduct timely research and feedback on the opinions and suggestions put forward by parents accompanying meals in school food safety and nutrition and health.
Fourteenth schools should be equipped with full-time (part-time) food safety management personnel and nutrition and health management personnel, establish and implement the centralized dining post responsibility system, and clarify the responsibilities related to food safety and nutrition and health management.
Conditional places should equip primary and secondary schools and kindergartens with nutrition professionals or support schools to hire nutrition professionals, give advice and guidance on dietary nutrition balance, and promote scientific catering and dietary nutrition concepts.
Fifteenth school food safety and nutrition and health management related staff should be in accordance with the relevant requirements, regular training and assessment, learning food safety and nutrition and health related laws, regulations, rules, standards and other related professional knowledge.
Article 16 Schools shall establish a centralized dining information disclosure system, disclose information such as food procurement sources and catering units to parents of teachers and students in a timely manner through public information platforms, and organize representatives of parents of teachers and students to participate in the management and supervision of food safety, nutrition and health.
Seventeenth schools should be based on the standards of the "Guidelines for Students' Diets and Nutrition" issued by the health authorities, and guide students to take scientific and nutritious diets according to local conditions according to the nutritional and health needs of students of different ages.
Conditional primary and secondary schools and kindergartens shall publish students' dietary recipes and recommended dietary supply every week.
Eighteenth schools should strengthen the publicity and education of food safety and nutrition health, and carry out relevant scientific knowledge popularization and publicity and education activities at important time nodes such as National Food Safety Publicity Week, National Nutrition Week, China Student Nutrition Day and National Iodine Deficiency Disorders Prevention Day.
Schools should incorporate food safety, nutrition and health-related knowledge into the teaching content of health education, and carry out regular publicity and education activities through theme class meetings and extracurricular practice.
Nineteenth primary and secondary schools and kindergartens should cultivate students' healthy eating habits, strengthen the monitoring, evaluation and intervention of students' malnutrition, overweight and obesity, and carry out publicity and education on food safety and nutrition health for parents of students through parent schools and other means.
