Over the past year, under the leadership of township party committees and governments, with the guidance and support of superiors, guided by the spirit of the report of the 16th National Congress of the Communist Party of China, and in strict accordance with the requirements of provincial and municipal family planning work, the township family planning office has stabilized the low fertility level and comprehensively improved the quality of the population. According to the annual population and family planning work responsibility target issued by the District Family Planning Bureau and the specific requirements of the township government, the assessment methods for population and family planning work in 2005 were formulated for 17 administrative villages and units under their jurisdiction, and the target responsibility letter was signed. The assessment results were incorporated into the content of the construction of two civilizations, and the "one-vote veto" was strictly fulfilled, which ensured the full implementation of the responsibility system for population and family planning work in my township, and carried out work around these goals, which better achieved the goals of population and family planning.

1, pay attention to the organization and construction of family planning team
This year, leaders of township party committees and governments held special meetings on family planning work for many times, made specific arrangements, rewarded outstanding village family planning experts, and gave 50 yuan/year subsidies to village group instructors who actively participated in family planning work.
2, pay special attention to family planning professional business training.
In March this year, we organized all the staff and family planning specialists of family planning offices in all villages in the township to participate in the business training courses sponsored by the District Family Planning Bureau and actively participated in the family planning knowledge contest. In April, leaders of the District Family Planning Bureau were invited to teach in towns and villages, and in June, leaders of the Municipal Family Planning Commission were invited to teach in towns and villages. Usually, in the morning of the monthly meeting, organize the study of family planning business knowledge and related legal knowledge, and give business and policy guidance. Through repeated study and training, the professional level of family planning in our hometown has been greatly improved.
3, to carry out mutual inspection, mutual correction and learning activities, improve the overall quality of the family planning team in my hometown.
This year, my township family planning office organized family planning experts to conduct spot checks on 17 villages according to the provincial inspection standards. After the spot checks, we summarized the advantages of the village, called on other village experts to learn, pointed out the existing problems in the village, ordered them to make corrections within a time limit in writing, and reminded other village experts to pay attention. In addition, the Family Planning Office conducts business inspections and gives guidance to villages in the township on an irregular basis, through cross-inspection, mutual correction and learning, and business guidance.
4, grasp the position construction
(1), the township finance invested a lot of money to improve the position construction of family planning office, family planning service office, association activity room and population school, and acquired a large number of audio-visual education, modern office and technical service equipment, and did a good job in the "four in one" position construction of the township to provide quality services for the masses.
(2) Do a good job in the construction of village-level "trinity" positions. This year, after the new village department was built in * * village of my township, the Family Planning Office helped the village to improve the "trinity" position construction with high standards, so that all the "trinity" positions in my township 17 villages were improved.
Three, do a good job in family planning publicity and education, in strict accordance with the law.
1. According to the requirements of superiors, we completed the subscription of various newspapers and magazines, distributed more than 24,000 copies of family planning wall charts, farmers' calendars, Hunan population and family planning regulations, and reported on family planning information 13.
2, publicity and education have characteristics, rural population schools play a role, organize training on a regular basis. According to the arrangement of the district, the 1, 2/and 3 projects will be implemented, so that the township family planning office and every village in the whole town will have a publicity and education position, each village will have more than 5 publicity slogans, and the township will have more than 100. Set up three high-standard publicity signs and more than 40 publicity banners in the places where the population flows on the main roads. Combined with the family planning law enforcement action, in July, my township organized publicity and education activities, organized members of party member Cadre Association to learn family planning-related knowledge, laws and policies, and arranged publicity vehicles to carry out family planning publicity in the township. More than 2,000 copies of family planning publicity materials were distributed in the activities of "world population" and "literature and art going to the countryside", and contraceptives were distributed free of charge. Actively participated in the "5.29" activity sponsored by the District Family Planning Bureau, and my hometown won the prize for the selected program.
3. Strictly manage and implement the "Seven Prohibitions" according to law, and there are no hitchhiking fees and arbitrary charges, and no vicious cases of family planning have occurred. In accordance with the contents of family planning village affairs publicity formulated by the Municipal Family Planning Commission, the village affairs publicity shall assist the District Family Planning Bureau in collecting social support fees. In recent years, all unplanned births have been filed and applied to the court for compulsory execution.
Through publicity and education and strict law enforcement, the family planning environment in my hometown has been optimized, creating a good environment for future family planning work.
Fourth, in the village of 17, we will carry out the activities of striving for Hongqi Village and Advanced Village. At the beginning of the year, it was determined that * * village should strive for Hongqi village in the city, and * * village and * * village should strive for Hongqi village and advanced village in the district. The township family planning office gave key guidance to these villages, and earnestly implemented the comprehensive goal of family planning management by comparing the qualified conditions and assessment methods for establishing Hongqi Village and Advanced Village.
Five, play the role of the association, do a good job in family planning.
1. In order to do a good job in family planning work in my township, the Family Planning Association of my township has launched a "two-for-two" competition in the township with the activity of "marriage and childbirth" as the carrier, carefully organized the "three-in-one" project, organically combined production, life and childbirth, and provided all-round quality services for women of childbearing age. In 2005, a gynecological examination was given to women in the township free of charge. Carry out "poverty alleviation" activities, establish help cards and establish rosters. In 2005, targeted poverty alleviation 150 poor households, took care of more than 50 "five guarantees" elderly people 10, and raised more than 20,000 yuan to help them master relevant technologies and become rich through hard work. Organize activities such as "members leading agriculture", "helping the rich first" and "helping a group" to promote the development of the association, implement preferential policies for family planning, and provide free services with technical services. In the township assistance activities, the Family Planning Association gives priority to poverty alleviation for poor households who implement family planning, and gives priority to contracting collective fish ponds, forest farms and fruit farms. Children give priority to "Hope" project assistance in school, and take care of the elderly and the widowed elderly.
2. This year, our township family planning association and the Family Planning Office joined hands to establish a township information network, which mobilized the enthusiasm of family planning instructors and villagers' group members and established an organizational account. Most villages in the township have signed contracts with the family planning instructors of villagers' groups to give them some compensation, and issued household registration books to guide them to establish group-level accounts, including/kloc-the accounts of unmarried young men and women over 6 years old. According to the regimental level, the members of the association do their work piecemeal and provide feedback and information to the township family planning experts in time.
Six, break the problem, create characteristics, and create a new situation in family planning work in my hometown.
1, floating population management has always been a difficult problem in family planning work. At the beginning of the year, my township took the lead in formulating the implementation plan of rural floating population management in the whole region, and carried out the work step by step according to the plan. When inspecting the management of floating population in cities and districts, it was well received by the leaders of cities and districts.
(1), 15 Employers with large floating population appraised the family planning management contract of floating population, organized forces to conduct a comprehensive inventory of the inflow population, and issued a Notice on Urging those who failed to apply for certificates within the time limit to apply for marriage and childbearing certificates. The Family Planning Office also arranged special personnel to apply for certificates for floating population at home.
(2) Sign contracts with all married women of childbearing age of floating population, and regularly urge them to have pregnancy monitoring in their current residence according to the contract, and provide contraceptives for floating women of childbearing age free of charge.
(3) Set up accounts for the floating population in pairs, so that villages and towns have accounts, report them in time and give feedback. Through a series of work, in the management of floating population, the high-pressure situation of association members participating in the supervision and management of towns and villages has been formed. Effectively put an end to unplanned births of floating population.
2. In order to promote the process of "village residence", at the beginning of the year, my township held a special meeting on "family planning villager autonomy" and set up a leading group to carry out this work in the township. 50% of the villages have completed this work, and other villages have made progress to varying degrees.
3. In order to improve the overall level of the village family planning specialist, the Family Planning Office organized the village specialist to carry out the daily work of village-to-village pairing and mutual inspection, rewarded 20 yuan for the specialist who could find out the problem, and punished 20 yuan for the specialist who had the problem and the specialist who did not find out the problem. The development of this work has greatly improved the professional level of resident professional households.
Family planning work depends on you, me and him. Village-level family planning work is difficult to be carried out only by village-level experts. Only by mobilizing the strength of group instructors can we effectively do a good job in family planning. Therefore, at the beginning of the year, the village and the group instructor signed the responsibility book for the target management of family planning work under the guidance of the Family Planning Office, and the group instructor established a group-level ledger for unmarried youth over 16 years old, which effectively solved the problem of difficult management of unmarried youth.
In 2006, my township should continue to do a good job in network construction, comprehensively improve the villagers' autonomy in family planning, give full play to the role of the village family planning association, and do a good job in publicity and education of the "three combinations" work, so as to make better achievements in family planning work in my township.
