1. Make every effort to unblock people in low-risk areas. People in cities where non-medium and high-risk areas are located can travel normally through airports, railway stations, bus stations and self-driving cars on expressways, provided that their body temperature, health codes and travel cards are normal;
2. Strictly do a good job of "external defense input and output". When traveling in the city where the high-risk area is located, it is required that the body temperature, health code and travel card are normal, and a 48-hour negative report of nucleic acid detection is provided;
3. Smooth the freight passage in the province;
4. Accurate prevention and control of zoning classification.
The body temperature, health code and boarding card of drivers and passengers of road freight transport vehicles in cities where non-medium and high-risk areas are located are normal; Drivers and passengers of road freight transport vehicles in cities where high-risk areas are located should provide negative reports of nucleic acid detection within 48 hours in addition to normal body temperature, health code and boarding card. In view of the gradual normalization of epidemic prevention and control in the province, all freight vehicles will no longer issue "express passes".
Article 20 Local people's governments at or above the county level shall formulate plans for the prevention and control of infectious diseases and report them to the people's government at the next higher level for the record.
The infectious disease prevention and control plan shall include the following main contents:
(a) the composition of the infectious disease prevention and control headquarters and the responsibilities of relevant departments;
(two) infectious disease monitoring, information collection, analysis, reporting and notification system;
(three) the tasks and responsibilities of disease prevention and control institutions and medical institutions in the event of an epidemic of infectious diseases;
(4) Classification of outbreaks and epidemics of infectious diseases and corresponding emergency work plans;
(5) prevention of infectious diseases, on-site control of epidemic spots and epidemic areas, storage and transportation of emergency facilities, equipment, rescue drugs and medical devices and other materials and technologies.
The local people's governments and disease prevention and control institutions shall, after receiving the early warning of infectious diseases issued by the health administrative department of the State Council or the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, take corresponding prevention and control measures according to the plan for the prevention and control of infectious diseases.
Article 13 People's governments at all levels shall organize mass health activities, carry out health education on the prevention of infectious diseases, advocate civilized and healthy lifestyles, improve the public's awareness and ability to cope with infectious diseases, strengthen environmental sanitation construction, and eliminate the harm of rodents and vectors such as mosquitoes and flies.
