Measures for the administration of secondary water supply facilities in Shenzhen Special Economic Zone

Chapter I General Provisions Article 1 These Measures are formulated in order to strengthen the management of water supply, ensure the safety of drinking water, prevent diseases and safeguard people's health. Article 2 These Measures shall apply to all units and residents of Shenzhen Special Economic Zone, as well as overseas Chinese, compatriots from Hong Kong, Macao and Taiwan, foreign citizens and other users living in this city. Article 3 Building secondary water supply facilities refer to secondary (or multiple) water supply devices for water storage or pressurization introduced by users from the primary pipe network. Article 4 Shenzhen Urban Management Office is the management institution of secondary water supply facilities, and health administrative departments at all levels and their subordinate health and epidemic prevention institutions are the health supervision and monitoring institutions of secondary water supply facilities. Fifth buildings secondary water supply facilities cleaning, disinfection, maintenance, monitoring and other paid services, should be charged according to the relevant provisions of the state. Chapter II Management and Supervision Article 6 The village management office (including the building manager) is responsible for organizing and managing the cleaning, disinfection and maintenance of the secondary water supply facilities in the buildings under its jurisdiction. The professional team of the water supply company, as well as the cleaning service company or street office recognized by the management institution of the secondary water supply facilities, can also provide services such as cleaning, disinfection and maintenance of the secondary water supply facilities. Article 7 Units or professional teams providing cleaning, disinfection and maintenance services for secondary water supply facilities shall establish safety operation rules and a cleaning and disinfection registration system, strengthen the management of operators, and ensure the safety of water quality and drinking water. Eighth new construction, expansion and reconstruction of secondary water supply facilities, must be approved by the water supply management agencies and local health and epidemic prevention agencies for design review and completion acceptance, and in accordance with the examination and approval procedures to the local health and epidemic prevention agencies to apply for health certificate, can be put into use. Ninth building managers are responsible for the safety and health of secondary water supply facilities in buildings within their scope; There is no single manager or complex subordinate relationship in the comprehensive building, and the person responsible for the safety and health of the secondary water supply facilities should be a unit with a large proportion of households or designated by the water supply institution and the health and epidemic prevention institution in the jurisdiction. Tenth building secondary water supply facilities safety and health responsibilities:

(a) the implementation of drinking water safety, hygiene and other rules and regulations;

(two) responsible for the regular cleaning, disinfection, repair and maintenance of the secondary water supply facilities of the buildings under its jurisdiction;

(three) the establishment of pools, water tanks and other secondary water supply facilities cleaning, disinfection and security system;

(four) responsible for applying for the "health certificate" of secondary water supply facilities and handling the annual examination or renewal procedures of the certificate on time;

(five) to raise and manage the funds for cleaning, disinfection, maintenance, monitoring and certification of secondary water supply facilities. Eleventh residents' committees shall assist the water supply management agencies to do a good job in the safety and hygiene management of secondary water supply facilities within their respective scope, and keep the "Hygiene Certificate" of secondary water supply facilities in their respective areas for inspection. Twelfth secondary water supply reservoir, water tank cleaning and disinfection materials and coatings, scale remover and disinfectant must meet the hygiene requirements. Thirteenth secondary water supply reservoirs that have been built and put into use should be cleaned and disinfected once a year, and the health and epidemic prevention institutions in the area should carry out health monitoring. Those who pass the inspection shall be stamped with the annual seal on the Health Certificate by the health supervision institution in the jurisdiction before they can continue to use it; After two years, a new Health Certificate shall be issued. Chapter III Penalties Article 14 Units and individuals who violate these administrative measures, water supply management agencies and health supervision agencies may, according to different situations, give the following penalties respectively:

(a) secondary water supply facilities without a "health certificate", give a warning to the person responsible for the safety and health of building water supply facilities, improve within a time limit, and post notices to urge users to rectify; If no correction is made within the time limit, a fine of less than 1,000 yuan shall be imposed.

(two) three months overdue for annual examination or renewal of the "health certificate", can be fined up to one thousand yuan;

(3) Impose a fine of 2,000 yuan on the secondary water supply facilities without a Health Certificate for six consecutive months, and urge them to make rectification; If the water quality indicators of water tanks and reservoirs do not meet the hygiene standards and affect the health of residents, and the water quality indicators have not improved after posting the notice, the health and epidemic prevention department may notify the water supply department to stop water supply and impose a fine of not more than 10,000 yuan.

The fine shall be borne by the management responsible unit or its responsible person and shall not be allocated to individual users. Chapter IV Supplementary Provisions Article 15 The expenses for cleaning, disinfection, monitoring and certification of secondary water supply facilities shall be examined and approved by the municipal price department. The management cost of secondary water supply facilities shall be borne by the responsible unit of building management, or reasonably shared by users according to the beneficiary population. Article 16 These Measures shall come into force as of the date of promulgation.
