Measures for the administration of family planning of floating population in Urumqi

Article 1 In order to strengthen the family planning management of the floating population, safeguard the legitimate rights and interests of the floating population and effectively control the population growth, these Measures are formulated in accordance with the Population and Family Planning Law of the People's Republic of China and the Regulations on Family Planning of the Floating Population of the State Council, combined with the actual situation of this Municipality. Article 2 The term "floating population" as mentioned in these Measures refers to adult people of childbearing age who leave the counties, cities and municipal districts where their household registration is located and live in different places for the purpose of work and life. However, the following persons are excluded:

(a) due to business trips, medical treatment, schooling, tourism, visiting relatives and friends and other reasons, who are expected to return to their domicile;

(two) people living in different places across the administrative area of this Municipality. Article 3 The municipal and district (county) people's governments shall incorporate the family planning work of floating population into the target management responsibility system of population and family planning work, establish and improve the coordination mechanism of family planning work of floating population, and incorporate the funds needed for family planning work of floating population into the fiscal budget at the corresponding level. Article 4 The municipal population and family planning department shall be responsible for the unified management of family planning of floating population in this Municipality.

The district (county) population and family planning department is responsible for the family planning management of the floating population in this area.

Development and reform, public security, industry and commerce, labor and social security, health, construction, civil affairs and other departments shall, within the scope of their respective duties, do a good job in family planning management of floating population. All levels in this Municipality shall establish a floating population information notification system to realize information sharing. Article 6 Township (town) people's governments and sub-district offices shall perform the following duties in the family planning management of floating population:

(2) Examining the marriage and childbearing certificates of adult women of childbearing age who have entered this area, informing them of the family planning services and incentives they can enjoy in their current residence, as well as the family planning-related obligations they should perform, and establishing family planning technical service files;

(3) To apply for marriage and childbearing certificates for adult women of childbearing age who have left their registered residence, establish archives of childbearing, birth control and technical services, and implement family planning incentive policies and safeguard measures;

(4) Organizing institutions engaged in family planning technical services to guide couples of childbearing age in the floating population to choose safe, effective and appropriate contraceptive measures, and providing family planning technical services for couples of childbearing age for basic projects stipulated by the state free of charge according to law;

(5) Establish a family planning information notification system for the floating population with the township (town) people's government and sub-district offices where the floating population is registered, collect the family planning information of the floating population in time, and use the family planning information management system of the floating population to verify and notify the family planning information of the floating population;

(six) to guide the villagers' committees, residents' committees and relevant units to do a good job in family planning publicity and education, daily management and service of floating population;

(seven) other duties as prescribed by laws, regulations and rules. Article 7 The villagers' committee and residents' committee of the floating population's current residence shall assist the local township (town) people's government or subdistrict office to understand the family planning situation of the floating population in the village or the residence, inform the relevant information to the township (town) people's government or subdistrict office in time, and do a good job in the registration of the marriage and childbearing situation of the floating population. Article 8 Township (town) people's governments or sub-district offices may guide the floating population to establish grass-roots family planning associations with the floating population as the main members, and guide and support the floating population to carry out family planning self-education, self-management and self-service. Article 9 Adult women of childbearing age in the floating population shall apply for marriage and childbearing certificates at the township (town) people's government or subdistrict office where the household registration is located with their resident identity cards before leaving the household registration location; If you are married, you should also show your marriage certificate when you apply for marriage and childbirth certificate. The marriage certificate shall specify the name, age, citizenship number, marital status, spouse information, fertility status, contraception and birth control of adult women of childbearing age. If the materials of the agency are complete, the certificate of marriage and childbearing shall be issued on the same day. Tenth floating population in their current residence to enjoy the following family planning services and incentives, preferential treatment:

(a) to participate in the popularization of legal knowledge of population and family planning and reproductive health knowledge free of charge;

(two) to obtain contraceptives free of charge according to law, and to enjoy free family planning technical services for other basic projects stipulated by the state;

(three) late marriage and childbearing or family planning operation in the current residence, enjoy vacation in accordance with the relevant provisions of the state and the autonomous region;

(four) the implementation of family planning, in accordance with the relevant provisions of the state and the autonomous region, in the production and operation support, preferential treatment, social relief and other aspects of priority. Article 11 Adult women of childbearing age shall, within 30 days from the date of their arrival at their current residence, submit marriage and childbearing certificates to the township (town) people's government or the subdistrict office of their current residence, or submit marriage and childbearing certificates to the township (town) people's government or the subdistrict office of their current residence through villagers' committees and residents' committees.
