According to the document of Nanjing Planning and Natural Resources Bureau (Ning Planning and Resources Letter [2021] No.255), the project of Nanjing food baking base is planned to be built on this plot, which is organized and implemented by the government, which is in line with the situation that it can be expropriated as stipulated in Article 45 of the Land Management Law.
