The role of medical institutions at all levels in the management of chronic obstructive pulmonary disease

1. Most primary health care institutions are in primary hospitals, so community doctors have an important mission in the diagnosis and treatment of chronic obstructive pulmonary disease. It mainly includes the prevention of COPD, the identification of high-risk and suspected patients, patient education, stable treatment, rehabilitation treatment and long-term follow-up.

2. Secondary and above hospitals Secondary hospitals mainly assist primary medical and health institutions in the diagnosis and treatment management of patients with chronic obstructive pulmonary disease, carry out two-way referral, study differential diagnosis with experts in tertiary hospitals, and formulate diagnosis and treatment plans for difficult cases. It mainly includes the diagnosis of chronic obstructive pulmonary disease, the comprehensive evaluation and grouping of patients, the intervention of quitting smoking, and the formulation of a stable phased and graded treatment plan.

"Chronic respiratory diseases are one of the four chronic diseases that seriously affect the health of Chinese residents." During the two sessions, Wu Hao, a CPPCC member and dean of the School of General Practice and Continuing Education of Capital Medical University, brought a proposal. He suggested that chronic respiratory diseases such as chronic obstructive pulmonary disease and asthma should be taken as the core, and respiratory infectious diseases such as influenza and COVID-19 should be taken as the benchmark to establish a first-class respiratory disease area.
