The Housing and Construction Department of Zhejiang Province pointed out that it is necessary to improve the political position and ensure that the task of regulation and control is completed with one heart. Establishing and perfecting the long-term mechanism of real estate and implementing the responsibility of the main body of the city is a major decision made by the CPC Central Committee and the State Council, which is not only a major change in the regulation mode of the real estate market, but also a fundamental system related to the overall situation of real estate work. Zhejiang Province also attaches great importance to it and promotes it from three aspects:

Further deepen and refine the implementation requirements of the city's main responsibility system, and make it clear that cities divided into districts should not only be responsible for the regulation of the real estate market in the municipal area, but also coordinate the stable and healthy development of the regional real estate market. At the same time, each district shall bear corresponding responsibilities according to the scope of authority, and each county (city) shall bear the main responsibility for the stable and healthy development of the local real estate market. Clarify the work guidance responsibilities of relevant provincial departments, ensure that under the overall coordination of Zhejiang Urban and Rural Housing Coordination Committee, strengthen the guidance of urban party committees and governments on real estate work, and ensure the implementation of the main responsibilities.
Guide districts and cities to formulate and implement the "one city, one policy" plan in an orderly manner. The relationship between supply and demand of housing in cities divided into districts in the province is generally tense, the market is hot, and the market characteristics of each city are different, which has the conditions for implementing "one city, one policy". Therefore, in accordance with the requirements of the city-specific policy, our province has promoted nine districts and cities outside the national pilot cities to carry out the preparation of the "one city, one policy" plan in an orderly manner, instead of "one size fits all", and each city has scientifically determined its work objectives, policy measures and market supply according to the actual situation. At present, the plan of "one city, one policy" in each city has been approved by the provincial government and implemented steadily.
Initiate the formulation of the "one county, one policy" plan for key counties (cities). Considering the scale of the local real estate market, the pressure of regulation and the mutual influence of the regional market, 34 key counties (cities) in our province have been determined to compile and implement the "one county, one policy" plan. From the third quarter of 2020, the evaluation results of the municipal government's real estate market operation will be notified every quarter. Promote the real estate market regulation and control work to achieve practical results. The province's real estate market remained resilient, and real estate investment, sales and other indicators returned to normal in April and June. From 1 to 1, the newly started residential area, residential area of listed commodities, real estate investment and real estate warehousing tax increased by 29.4%, 20.2% and 12.4% respectively, which played an important role in the implementation of the "six guarantees" work and the "six guarantees" task. Investigate and deal with the problem of "mine explosion" in long-term rental apartments. In view of the recent "lightning explosion" phenomenon of long-term rental apartments, an action plan to standardize long-term rental apartments has been formulated, and special classes have been set up in the province and two key cities, Hangzhou and Ningbo, to carry out special investigation and treatment. At present, nearly 20,000 housing leasing enterprises have been investigated, and nearly 1 100 suspected risk enterprises have been identified. Prevent and resolve the risks of real estate development enterprises. Starting from 20 19, the rolling investigation system of real estate risks was established, and the monitoring system of key real estate development enterprises was initially established, including 89 large real estate development enterprises (headquarters) in the province. At the same time, the competent departments at all levels carried out a total of 22 1 batch inspections in the field of real estate development, and nearly 2,000 enterprises were included in the inspection scope.
Severely crack down on illegal activities in the real estate market. A series of special actions in the real estate field have been carried out to prevent and deal with illegal fund-raising, investigate and deal with contradictions and disputes in housing purchase, and control the chaos in the real estate market. Inspected more than 8,000 real estate enterprises and intermediaries, investigated and dealt with more than 600 cases, and publicly exposed 24 typical cases of violations of laws and regulations, maintaining a high-pressure situation of cracking down on violations of laws and regulations in the real estate market and earnestly safeguarding the legitimate rights and interests of the people.
