Pay attention to the use of archives, deeply integrate electronic health records with health cards, and gradually open health records to individual residents through online platforms and mobile apps, so as to play the role of health records in residents' health management.

All localities should work as soon as possible in accordance with the requirements of the National Standard for Basic Public Health Services (Third Edition), and quickly distribute the standard to counties and districts to ensure that there are 1 medical staff engaged in basic public health services. Timely carry out the training of the Code, set up a teaching staff, improve the training methods, pay attention to the training effect, do a good job in connecting the relevant services of primary medical and health institutions with other relevant institutions in accordance with the requirements of the Code, and make good work arrangements.

According to the contents, tasks and key points of local projects, the payment standards for various service subsidies or services are determined, and funds are allocated according to the quantity and quality of services. It is not possible to simply allocate funds for basic public health services according to population. Basic public health service subsidy funds obtained by primary medical and health institutions on the basis of approved service tasks, subsidy standards and performance evaluation subsidies. County-level health and family planning and financial departments should strengthen the management of basic public health service subsidy funds.

Give play to the guiding role of assessment, highlight key points, and increase the weight of items that residents feel deeply, such as hypertension management and health records. It is strictly forbidden to increase the index beyond the actual service capacity of the grassroots. Free provision of contraceptives and health literacy promotion projects will be included in the central and provincial assessments. Grass-roots medical and health institutions should strengthen the internal project assessment, and link the assessment results with the personal income of medical staff, reflecting more pay for more work.
The national basic public health service project is an important content to promote the gradual equalization of basic public health services and an important work to deepen the reform of the medical and health system. It is the most basic public health service provided by our government to all residents free of charge, focusing on children, pregnant women, the elderly and patients with chronic diseases. The funds needed to carry out service projects are mainly borne by the government, and urban and rural residents can directly benefit.

Namely, health records management of urban and rural residents, health education, vaccination, health management of children aged 0-6, health management of pregnant women, health management of the elderly, health management of patients with chronic diseases (hypertension and diabetes), health management of patients with severe mental illness, reporting and handling services of infectious diseases and public emergencies, health management of traditional Chinese medicine, health and family planning supervision and assistance services, provision of contraceptives free of charge, and promotion of health literacy.
According to the economic and social development and considering the maximum financial support capacity of the government, the state first determines the fund compensation standard for national basic public health services. On this basis, the state identifies major public health problems that have a great impact on residents' health and are universal and serious. According to the health needs of residents, the feasibility and effect of implementing health intervention measures and other factors, we strive to apply limited resources to the issues most closely related to residents' health, so as to achieve the best results in basic public health projects.
