The people's governments of autonomous prefectures and counties (cities) shall incorporate drinking water safety into the national economic and social development plan of their respective administrative regions, and the required funds shall be included in the government budget to ensure the drinking water safety in urban and rural areas.
Township (town) people's governments, neighborhood offices and village (neighborhood) committees shall cooperate with relevant departments to do a good job in drinking water safety in their respective areas. Article 5 The housing and urban-rural construction departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the planning, construction, supervision and management of urban water supply and drinking water within their respective administrative areas.
The water administrative department of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the planning, construction, supervision and management of drinking water in agricultural and pastoral villages within their respective administrative areas.
Autonomous Prefecture, county (city) people's government development and reform, finance, ecological environment, health, natural resources, forestry and grassland, transportation, agriculture and rural areas, public security, market supervision, emergency management and other relevant departments shall, in accordance with their respective responsibilities, do a good job in drinking water safety management. Article 6 The people's governments of autonomous prefectures and counties (cities) and their relevant departments shall strengthen the publicity of drinking water safety work and raise residents' awareness of safe water use, paid water use and water conservation.
The people's governments of autonomous prefectures and counties (cities) encourage the research, development, application and popularization of new technologies, new processes, new equipment and new materials for drinking water safety. Units and individuals that have made remarkable achievements in the construction, management, protection and scientific research of drinking water safety shall be rewarded. Chapter II Protection of Water Sources Article 7 The people's governments of autonomous prefectures and counties (cities) shall implement the system of drinking water source protection zones and protect and manage water sources according to law. Article 8 The people's governments of autonomous prefectures and counties (cities) shall, according to the urban and rural water supply development plan, give priority to the use of surface water, scientifically protect existing water sources, actively develop new water sources, build public standby water sources, prevent water depletion and water pollution, and ensure the safety of drinking water for residents. Ninth drinking water source protection areas are divided into first-class protection areas and second-class protection areas; When necessary, a certain area can be designated outside the drinking water source protection area as the quasi-protection area.
Delineation of drinking water source protection areas, proposed by the county (city) people's government, approved by the Autonomous Prefecture People's government and submitted to the provincial people's government for approval; Delineation of cross-county (city) drinking water source protection areas shall be proposed by the relevant county (city) people's governments through consultation and reported to the people's governments of autonomous prefectures and provinces for approval; If negotiation fails, it shall be implemented in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Water Pollution.
The relevant local people's governments shall set up obvious geographical landmarks and obvious warning signs at the boundary of drinking water source protection areas. Tenth decentralized drinking water source protection areas are determined by the county (city) water administrative department and reported to the county (city) people's government for the record. Eleventh single water supply area of the county (city) people's government should actively develop new water sources and build standby emergency water sources. If the water source is stable, regional network water supply can be carried out, public water supply network can be extended and centralized water supply can be developed on a large scale.
In the area covered by urban water supply pipe network, strictly control units and individuals to open up water sources by themselves. If it is really necessary to use self-provided water sources, it shall be reported to the water administrative department for examination and approval. Chapter III Monitoring of Water Quality Article 12 The quality of drinking water in urban and rural areas shall meet the relevant national drinking water standards. Thirteenth autonomous prefectures and counties (cities) people's governments shall establish a monitoring and early warning mechanism for the quality of drinking water sources. Strict emergency monitoring shall be carried out on the water quality of drinking water sources. When abnormal conditions are found, intensive monitoring shall be carried out, and measures shall be taken to find out the causes, control risks, eliminate impacts and ensure the safety of drinking water.
The health authorities of the people's governments of autonomous prefectures and counties (cities) are responsible for monitoring and evaluating the water quality safety status of raw drinking water, factory water, pipe network end water and other water within their respective administrative areas, disclosing the information of drinking water safety status to the public at least once every quarter, and increasing the number and coverage of detection points year by year. The cost of water quality testing shall be borne by the finance at the corresponding level.
The water administrative department of the county (city) people's government is responsible for the daily monitoring of drinking water sources and surrounding water quality in agricultural and pastoral villages; The housing and urban-rural construction department is responsible for the daily monitoring of urban drinking water sources and surrounding water quality; The competent department of ecological environment is responsible for water quality monitoring of water sources. If the water quality is unqualified, it shall promptly notify the competent health department for testing and evaluation. Fourteenth centralized water supply units shall establish a water quality testing system in accordance with national standards, and regularly report the test results to the health department of the county (city) people's government.
Water supply units should do a good job in water quality testing of water intakes and outlets. If it is found that the water quality of the water intake does not meet the quality standard of drinking water source or the water quality of the water outlet does not meet the hygienic standard of drinking water, it shall take corresponding measures in time and report to the water supply department of the people's government of autonomous prefecture or county (city). After receiving the report, the water supply department shall notify the competent department of ecological environment, health and water administration. Drinking water supply units shall be responsible for the quality of water supply, ensure the safe and reliable operation of water supply facilities, and ensure that the quality of water supply meets the relevant national standards.
If the secondary water supply reaches the users, the secondary water supply quality shall be the responsibility of the secondary water supply management unit. Two water supply management units shall establish a water quality management system, equipped with full-time (part-time) staff, strengthen water quality management, conduct water quality testing at least once every six months, and clean and disinfect all kinds of water storage facilities. Do not have the corresponding water quality testing capabilities, should be entrusted with the corresponding qualifications or capabilities of the agency for testing.
