The occupational health management institution shall be composed of the person in charge of the unit, the trade union and the relevant personnel of the safety management department.
Membership. Members should be familiar with the laws and regulations related to the prevention and control of occupational diseases, understand the production technology, occupational hazards and control methods of their own units, and organize the prevention and control of occupational diseases in their own units according to law.
Second, formulate occupational disease prevention and control plans and implementation plans.
Enterprises shall, in accordance with the requirements of relevant laws and regulations, formulate annual occupational disease prevention and control plans and implementation plans. Before making a plan, they must conduct a comprehensive investigation and study on the occupational hazards of their own units, fully understand the distribution, types, concentration (intensity) and harmful consequences of occupational hazards, understand the operation and efficiency of relevant protective facilities, and understand the health status of employees.
Third, formulate an emergency plan for occupational hazards.
It is an effective way for enterprises to strengthen their awareness of prevention, improve their emergency rescue ability and reduce casualties and property losses by making accident emergency plans and conducting regular drills against occupational hazards. Designate a person to be responsible for regularly checking personal protective equipment, tools, medicines and emergency rescue equipment, and timely replacing ineffective medicines and damaged equipment.
Four, establish and improve the occupational health records
Occupational health records mainly include the following contents: ① Occupational history of workers engaged in occupational hazards and monitoring results of occupational hazards in corresponding workplaces. ② Occupational health examination results. ③ Organization of occupational health examination and evaluation of examination results. ④ Relevant information of occupational health management such as occupational disease diagnosis, treatment, treatment and recuperation.
Five, establish and improve the occupational health management system
Occupational health management is a complex work, involving many contents, which is very important for controlling and preventing occupational diseases. Enterprises should establish and improve the following management systems according to the actual needs of their own units. (1) Occupational health training system, the main person in charge of the enterprise and occupational health personnel should regularly participate in training and study, be familiar with the laws and regulations on occupational disease prevention, master the occupational health status and countermeasures of the unit, and continuously improve the management level; Enterprises should provide occupational health training for workers before and during their posts, popularize relevant legal knowledge and occupational health knowledge, and sign a notice of occupational hazards. (2) Occupational health management system in the workplace, regularly check occupational hazard factors in the workplace, and publicize the inspection results in a prominent position in the workplace; Occupational health professionals should always check the workplace and implement rectification in time for the problems found. (III) Occupational health management system, the enterprise shall establish occupational health records for workers engaged in occupational hazards, and organize them to carry out occupational health examinations before, during and after their posts in accordance with regulations, truthfully inform the inspection results, and properly arrange personnel with occupational taboos. ④ The "three simultaneities" management system of occupational health in construction projects, that is, the construction project must be designed, constructed and put into production at the same time as the main project. If the construction projects such as new construction, expansion, reconstruction, technical transformation and technology introduction projects may produce occupational hazards, the enterprise shall conduct a pre-assessment of occupational hazards in the feasibility study stage and submit a pre-assessment report of occupational hazards to the administrative department of health. The pre-evaluation of occupational hazards and the evaluation of the control effect of occupational hazards shall be undertaken by institutions with legal qualifications. ⑤ Personal protective equipment management system. Enterprises should provide workers with personal protective equipment that meets the requirements of occupational disease prevention and control, and those that do not meet the requirements shall not be used; Distribute personal protective equipment to workers engaged in occupational hazards on a regular basis according to regulations; Guide workers to use personal protective equipment correctly; Personal protective equipment damaged or invalid should be replaced in time; Conduct red line assessment and criticism and education for workers who engage in occupational hazard operations and refuse to use personal protective equipment.
