Regulations of Zibo Municipality on Property Management

Chapter I General Provisions Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of property management-related subjects, ensure the lawful, safe and rational use of property, create a good living and working environment, and promote the construction of beautiful and harmonious communities, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to residential property management within the administrative area of this Municipality; Non-residential property management shall be implemented with reference.

The term "property management" as mentioned in these Regulations refers to the activities of the owners to maintain, conserve and manage the buildings, structures and their supporting facilities, equipment and related sites in the property service area through the form of * * * agreeing to entrust property service personnel or self-management, and to maintain the environmental sanitation and related order in the property service area. Property service providers include property service enterprises and other managers. Article 3 The property management of this Municipality shall be incorporated into the community governance system, and the governance pattern of * * * building, * * governance and * * enjoyment shall be established by adhering to the leadership of the Party committee, government-led, residents' autonomy, multi-party participation, consultation and scientific and technological support. Establish and improve the governance structure with the participation of residents' committees, owners' committees, owners and property service providers under the leadership of community party organizations. Article 4 The municipal, district and county people's governments shall incorporate property management into the development plan of modern service industry, and promote the marketization, specialization, standardization and refinement of property management.

The district and county people's governments shall strengthen the organization and leadership of property management within their respective administrative areas, establish a comprehensive coordination mechanism for property management, organize neighborhood offices, town people's governments, housing and urban construction and relevant departments and units, promote property management as a whole, and coordinate and solve major problems in property management.

Sub-district offices, town people's governments and residents' committees shall, in accordance with the duties stipulated in these regulations, do a good job in property management within their respective jurisdictions. Fifth city housing and urban construction departments responsible for the supervision and management of the city's property management activities. County housing and urban and rural construction departments are responsible for the supervision and management of property management activities within their respective administrative areas.

Development and reform, public security, civil affairs, judicial administration, finance, natural resources and planning, water conservancy, health, market supervision, sports, civil air defense, big data, urban management, fire rescue and other relevant departments and units shall, according to their respective responsibilities, do a good job in property management. Article 6 Property management industry associations are encouraged to formulate and organize the implementation of self-discipline norms according to law, implement self-discipline management, compile group standards, mediate industry disputes, cooperate with the competent departments of housing and urban construction to establish and improve credit files, safeguard the legitimate rights and interests of members, and promote the healthy and orderly development of the industry.

Encourage property service providers to join trade associations. Article 7 Encourage the adoption of new technologies and methods, promote the deep integration of Internet and property management, improve the quality, efficiency and service level of property management, and promote the development of property services in a green and intelligent direction. Article 8 During the emergency response, the subdistrict office and the town people's government shall be responsible for implementing the emergency measures taken by the people's governments of cities, districts and counties according to law; Guide the property service personnel to carry out the corresponding level of response work, and give material and financial support.

The realty service person shall actively cooperate with the residents' committee to carry out the work under the guidance of the neighborhood offices and the town people's government, and implement emergency measures and other management measures according to law. Chapter II Management of Newly-built Property and Pre-built Property Article 9 For newly-built development and construction projects, the construction unit shall allocate property service rooms according to the planning requirements to meet the needs of property service office, security, cleaning, maintenance, warehousing and file management. The configuration of the realty service room shall meet the following requirements:

(a) independent and relatively centralized configuration, convenient for the owner's service;

(2) Fully renovated houses above the ground, with normal functions of water, electricity, heating, lighting and ventilation, and reserved ports for communication, network and safety warning;

(3) The construction area shall be shared by three thousandths to five thousandths of the total construction area of the construction project, and the calculated area shall be shared by not less than 100 square meter;

(four) synchronous design, synchronous construction and synchronous delivery with the construction project, in which the construction project is developed and built by stages, the construction unit shall allocate the property service space in the pre-development area according to the proportion of not less than three thousandths of the total construction area of the pre-development project.

The area and location of the realty service room shall be specified in the attached drawings of the construction project planning permit and the house sales contract. Tenth property services provided by the construction unit free of charge belong to all owners, and the construction unit shall handle the registration of real estate ownership according to law. Eleventh the planning of parking spaces and garages in the realty service area shall first meet the needs of the owners. After the property is delivered, if the parking spaces and garages are not sold, donated or leased, the construction unit shall disclose the quantity and location. If the owner asks for rent, the construction unit shall not refuse it on the grounds that it only sells but does not rent.

Parking spaces that occupy roads or other venues owned by the owner for parking cars belong to the owner, and the construction unit may not sell them. Parking spaces shall not affect road traffic, prevent special vehicles such as fire fighting and first aid from performing tasks, damage facilities and equipment used by * *, or infringe upon the legitimate rights and interests of owners.

Civil air defense projects built in accordance with the law in the realty service area, which are usually used as parking spaces, can be rented out and may not be sold or donated. The construction unit or property service provider shall set up obvious signs of civil air defense parking spaces in the parking spaces of civil air defense projects.
