China's county-level grass-roots public security organs are the foundation of the whole public security work and the main force of public security grass-roots infrastructure construction. Therefore, improving the work enthusiasm and initiative of grass-roots police is related to the construction of public security team, improving the comprehensive quality of police and leading cadres at all levels, fully mobilizing the enthusiasm, initiative and creativity of grass-roots police, enhancing their professionalism and love for the people, and earnestly fulfilling their public security duties, which is a new topic that the current public security team needs to study. 1. At present, the main factors that affect and restrict the work enthusiasm of grass-roots police are: (1) Heavy work pressure and heavy psychological burden, and the pressure borne by the police has reached the bottom line. With the gradual deepening of social, political and economic reforms, the social security situation is becoming increasingly severe, and the tasks of public security work are becoming increasingly arduous, especially for the frontline grassroots police who directly face various sharp contradictions all the year round. In addition to normal work, there are many emergencies, many safety and health work, many hot issues that need to be handled by centralized police, and many tasks that need the cooperation and support of all aspects of public security organs. The police are often in a state of high tension and it is difficult to rest for a long time. Their physical and mental health was seriously damaged, and the police complained bitterly. In addition, the complexity, diversity, comprehensiveness and unpredictability of the public security social environment have caused the grassroots police to be willing to deal with it, unable to deal with it, and have a heavy psychological burden, and the pressure has reached the bottom line. (two), the poor law enforcement environment, the masses do not understand, directly affect the case detection. At present, due to social transformation, various problems emerge one after another. As far as our county is concerned, a series of problems such as land requisition, demolition and land compensation have caused the government to be unable to compensate the people, resulting in mass incidents such as traffic jams and construction stoppages, which can not fully meet the needs of social security and the requirements of the people, causing dissatisfaction among the people and reducing the support for public security work. The fair law enforcement by the police can not be understood and supported by the masses. Innocent policemen are insulted and hurt by the masses from time to time. The police serve the people and are not appreciated and recognized by the people. There are always some people who look at the police with colored glasses and regard the bad behavior of some individuals in the police force as a common problem of the whole police force. In addition, there are many negative reports on the police inspection team in the media, and the prestige of the police in their work has declined, which has not been respected by people. They also have to bear some dissatisfaction and complaints. Secondly, with the continuous improvement of China's laws and regulations, the measures and systems for investigating the responsibility of public security law enforcement have been introduced one after another and become more and more strict, and the law enforcement pressure of grassroots police is increasing. At the same time, with the continuous improvement of citizens' legal quality and awareness, the requirements for public security police are getting higher and higher, and the police may be threatened by complaints at every turn. Moreover, it is very difficult for the police to go to a place to investigate and collect evidence. Some people are unwilling to testify when they see it, which makes it difficult to detect the case. Therefore, the grassroots police are hesitant in law enforcement and handling cases, afraid of making more mistakes and dare not work boldly. (3) A few policemen lack professionalism, and their work enthusiasm is greatly reduced. Compared with the staff in the same unit, the grass-roots police have high work intensity, low pay and insecure rest, which leads to a lack of recognition of the sacred profession of the police, resulting in unstable thinking, decreased cohesion, weakened dedication and low work enthusiasm. A few policemen lack sufficient motivation to contribute according to their positions. They have no motivation in thought, work and work. It's better to do more than one thing, not seeking success, but seeking nothing, just doing your own thing. A small number of young policemen have the idea of being lazy and not making progress. They are afraid of hardship and seek comfort. They don't know how to study or study. If they can't do it, put it aside and ignore it. Although the book income is similar to other government departments, the income per unit time is far from low, and the policy of "lower than the army and higher than the local government" has not been really implemented. At the same time, due to the large number of public security departments, the assessment ratio of grass-roots non-leadership positions is lower than other departments, resulting in some police officers still working as clerks for more than ten years, and some have not solved the deputy department level until retirement, which is very different from other government departments and party organizations. There is also a great difference in wages in urban areas where people are close at hand, and the phenomenon of different pay for equal work is very serious, which leads to the lack of initiative of the police. (5), the police's own ideas are ignored, and there is little heart-to-heart concern, which directly affects the police's personal work enthusiasm. First, some grassroots leaders did not fully listen to the ideas and needs of the police when determining organizational goals, and often only considered the requirements of superiors and personal goals, and rarely considered the expectations of the police; Second, some grass-roots units lack competition and vitality, old faces, old ideas and old roads. They do more and do less, that is, their merits are boundless, they are stagnant and lifeless. In recent years, the public security organs have continuously carried out a series of large-scale political and ideological education activities, and basically formed a fairly fixed routine. Generally speaking, the study and education plan is formulated step by step, and it is proposed to implement it in stages, and the objectives and tasks of each stage are put forward. All kinds of police should mobilize the whole police, make plans, concentrate on learning, check and analyze according to the requirements of the plan, write their experiences and evaluate each other. On the surface, it looks solid in content, rigorous in procedure and flashy in reality. At present, the division of labor within the public security organs is very fine, and the duties of the police are different. The existing problems are not all caused by low ideological awareness and poor political quality. Imagine, what is the practical significance of letting the backstage police who have just joined the work or are only responsible for sending and receiving documents write thousands of words to analyze the materials with problematic ideological roots? Second, how to improve the initiative, creativity and enthusiasm of the grassroots police (1) Do a good job in humanized ideological and political work, actively guide the police to emancipate their minds, change their concepts, and establish a sense of ownership. Philosophically speaking, internal cause is the basis and decisive factor of the development and change of things. No matter how powerful the external cause is, it must also work through the internal cause. In other words, whether the police are willing to play an active role depends on themselves and on each policeman's understanding and interest in police work and police inspection. Therefore, the fundamental point of exerting the police's enthusiasm lies in improving the police's ideological quality and their own quality, and education should run through every link of using police. Grass-roots teams have heavy workload, heavy tasks and complicated work, while "mother-in-law" and "housekeeper" are numerous and lack autonomy. Therefore, the public security organs at higher levels should comprehensively consider and take various measures to reduce the burden of grass-roots units and provide more space for grass-roots public security organs to carry out their work independently. In public security work, we should not blindly ask the police to be proficient in everything and do everything well, and artificially give the police the highest incentive intensity for each job, which will adversely affect the completion of the task. When the task is easy, a higher level of motivation is the best state; When the task difficulty is moderate, the moderate level of motivation is the best state; The more arduous the task, the lower the incentive level, but the better it can be. Second, evaluation and rewards and punishments should be timely. All good or bad behaviors of the police should be evaluated in time, rewarded or punished in time, so that those who are rewarded or punished can feel that they are always concerned about themselves in the organization, so that good behaviors can be promoted from the feedback of the organization, and bad behaviors can feel pressure from the feedback of the organization, and they will be encouraged and motivated when the police in this unit are fresh in their memory. If the times change, whether it is reward or punishment, the police are prone to "indifference" and affect the effect of reward and punishment.
